I cant save my city as a mod to submit it so here is some screenshots and stuff.

The story I have in my head is a Reservist brigade was shipping some robots to the war when the Bombs dropped. They wrecks out to see and seeing the church still standing they made their way to it. After a few days of chaos they got organized. All the islanders that joined the settlement were adopted to the family. Over time they grew and attracted more people wanting to live here. Enough they were forced to turn some away - their village had expended out a bit. Buildings built along the road. After those they turned away attacked them and had to be put down they scavened the Sentry Bots to post around the city and declared those in the borders were citizens the rest outside the borders .. well their on their own.

Around the town was built semi slums. The folks here are a lot less picky about what they do to get by. The guards in the town keep what eye they can on the surrounding trees.

Inside the Church has all the basic services needed with water and power coming from the installations on the roof. You can find a few interesting things outside too. With a bit of debate they decided to name it Hope.

So lets get started;

The front gate. The brush blocking the line of sight is needed but its all a kind of bland samey color.

Along the front road. Lots of details here. The main road is the majority of where I put the blueman animation things for settlers. Deep brush are on the left and right beyond the houses.

The road narrows at a point where builddings crowd the road.

If you glance left coming in you can se a small part leading to a relaxing garden.

Down the road you have their improvised Nuke powerplant, the hospital, and most vitally in front of the Church you can find an outhouse.

The parking lot had turned into the place to take your lunch. You can see the roof repairs and the guarded walk way on top of the building.

Above the door is one of the special heads that are supposed to bring luck. The top has its own special statue.

The only 4 neon letters they have managed to make hang above the door.

Inside the church you have tasty food, role playing games, and other distractions. Making it quite the busy place. When they moved in they replaced the floor with metal to hinder burying things.

At the back of the church is the first jail cell they built to keep the law healthy. Its been kept out of sentimental reasons. Folks hate ending up in the cage in the room where all the people come and go.

Upstairs behind some security is the Mayr's room - with a few extra beds just in case.

As you walk in look to the right and you will find something special - the cats are the key.

Traveling through the woods you can find many homes and places of 'buisness'.

Off in the distance you see trees that it dawns on you must be huge and above them...

Sadly I didnt get to decorate the trees or anything there. I feel kinda like Im pushing the limits a bit but hey give it a try if you like :D

Are you having trouble with exports? The City Plan Web Tool? Let me know. We can help you make a release on Nexus.

Yep. Been complaining about it for a while. Cant import or export plans.

Ive repaired and reinstalled the script program. Totally gutted and reinstalled Steam and Fo4 3 times. I can install and use the city designs in the mega pack but only through the city desk/workbench.

I'm not following you here. What is this script program you are using to export?
 
Python has nothing to do with making an export.

First, in Fallout4custom.ini make sure you have the following settings: (This is already set up in the SS2CPC Helper wabbajack)
[General]
bUseCombinedObjects=1
and
[Papyrus]
bEnableLogging=1

You simply walk up to the workbench, press space to bring up the manage menu. Select Settlement Layout from them menu, then Export Layout on the next menu. The game will the tell you it is exporting. Stay where you are, to avoid partial exports. 3 to 5 minutes later it will pop up a message saying it is done, and the name of the file it exported to. You'll find that file in \My Documents\My Games\Fallout4\Logs\Script\User

Same thing that its been saying for over a month :)
I did have it work fine for my Nukaworld design.

This picture is the Import layout option, with no WSFW layouts installed. WSFW Layouts are processed in a similar webtool to the city plan webtool, and need to be installed like any other mod.

Please confirm - if you select Export layout on that menu, does it export your build?
 
Here are the options open for me. Please stop telling me I have options I do not have.

Yagisan is telling you the options you should have. The fact that those options are not showing up leads me to believe that something is not installed properly, or there is something that has gone wrong with your game. In the future it is highly recommended to use the City Plan Contest Helper, because it generally eliminates problems like these.
The first thing I would try and do is to make sure all SS related mods are as up to date as possible.

The Script Override needs to be below WorkShop Framework, and below any other mods.
Other than that I would try loading up with just those mods (Your not making a new save, so its OK if things are broken) and see if the options Yagisan mentioned are there. If they are, start adding your other mods back in one by one and see where things break. It sucks, but that is probably the best way to track down the issue.
 
Ive entirely reinstalled Fallout 4 three times now. I cant manage to get any other options to come up regardless of what I do.

Went to Sanctuary and claimed it Spacebar/Settlement layout/build/manage layouts.
Note I have the city pack installed and cities can randomly select the plans.

Please humour me, and install the SS2CPC Helper wabbajack, and try using it. This is exactly the type of situation it was designed to prevent.
 
No problem. Um..is this what you meant? Ive not used the wabbajack thing before.
 
I'll check it out when I can. I put my back out and I cant sit too long.
 
Ive been swapping back and forth between heat and cold. its mostly got things under control.
