Why isn't the mod for fallout on Bethesda pc but all the addons are?

Don't know if you're looking at the in-game menu or not but it's on their website, you can find it here: https://bethesda.net/en/mods/fallout4/mod-detail/4012239
If you're using the in-game menu, it's likely that there are just too many mods that result when you search for Sim Settlements, they only show a set amount per search/category. However, when viewing it off of their website, it will display all results.
