Settlers just standing around 24/7

Been playing through Sim Settlements 2 for the first time and mostly enjoying it. However i've noticed my settlers in ALL of my settlements just stand around 100% of the time. Even when I click on them and try to assign them it says "this settler has been assigned" but they never move. The Town Gavel doesn't work either.
Other Settlement Mods i'm using are:
Workshop Framework
Workshop Plus
Settlement Keywords Expanded
Settlement Menu Manager

I have a VERY good computer and use "Address Library for F4SE Plugins" & "Baka ScrapHeap Memory Limit Expander" to increase script limits per a recommendation on youtube. Anyone have a fix for this? Its highly immersion breaking I don't remember this being an issue when I playing Sim Settlements 1. Thanks all!

From what I remember, this is a vanilla issue. When the engine gets "busy" settler AI is one of the first things to quit working to save resources. The more plots and settlers a settlements has, the more likely you will see this issue.
 
I've read that to but I began noticing this right away on a new playthrough from my first settlement in Sanctuary and Sim Settlements 2 story was one of the first things i've done, so I think theres some other issue.
 
This also happens due to changes in the settlement. Either by settlement mods or by yourself through scrap mods.

If you have mods that change settlements the mod author has to include a working navmesh for the NPCs to be able to walk through your settlement.

If you use scrap mods like scrap everything and remove a piece vital for the navmesh the pathfinding of the settlers can break.

Also, when a settlement is loaded the NPC's are placed on random spots in the navmesh. (That's why sometimes you see settlers on the roofs of sanctuary) If your navmesh took a hit, they might sometimes reach some places and other times not depending on where they where spawned in.

Furthermore, there are also issues with SS2 itself. It's a known issue that vendors sometimes will not attend their stalls and just hang somewhere in the settlement. I also believe to remember kinggath said something about these involuntary "meetings" in one of his patch release videos. But I might be wrong about that. Maybe someone else remembers?

Lastly, having an AMAZING computer does only help that much as these limitations are mostly due to how the engine handles Skript execution. Having this issue that early in the game is a bit fishy though.

Thanks for the thorough response! This makes sense. I'll keep looking for work arounds.
 
I have noticed, and it could be just me, that giving SS2 in general a break for a while will fix this.
So... build a bunch in a settlement or have a lot of plots working on upgrading... go to other settlements add more things... start a new city plan... go back to original settlement... hey, it’s been a long time and they are standing around?!?
Or, settlers standing around... go do stuff that has nothing to do with SS2 for... well, a long time... go back and now they are in their stores or at rec plots or whatever
 
I too get this issue - had in previous versions, still do in ss2.

Even when settlements are not super full (like before you even get kellog).
I also have a powerful PC - i7-10870H CPU with a LOT of ram) AND I wait to see if script lag clears it up.
(I have also used a few script lag tools - and that is not the issue).

I also use MO2 to help keep things clean - AND wipe and rebuild my F4 about once a year (wow...been playing this game a while....dang).

While I have some testing games in a limited load list - I have not played one out fully to see if this occurs with a subset of ONLY SS2 mods.
(I have a development instance of F4 and MO2 I used for mod development/testing and SS2 city building).

I suspect it is an interaction between some of my mods - but have never been able to nail it down.
