Question Settlers do not react any longer, no new settlers coming in

I believe that I suffer from locked workshop scripts, as the situation fits with the one described here: https://www.simsettlements.com/site/index.php?threads/clearing-locked-workshop-scripts.3830/
I cannot reassign settlers to new jobs or move them to another settlement anymore. Also, recruiting seems to have stopped (multiple settlements with active stations and plenty of space, but no population changes in a long time) and in one settlements the constructions did not finish (reverted the city plan there, which helped for a while). Upgrading buildings worked, however, having just gotten a Advanced Weapons Facility (which unfortunately doesn't count as completed in other settlements)

How can I get the scripts unstuck again?
The method described in the linked thread warns against using it together with Workshop Framework, which I use.

Could it help to wait it out - leave the game running overnight (deactivating attacks somehow), so that the scripts unclog themselves?
Or is active interference needed?

It may very well help and it can't hurt. Hang out at Homeplate or some other interior cell.

If you have the patience, this would be a first step preferable to more drastic and nuclear options.

Tried it twice so far, but once windows update interfered, grabbing the focus at an unknown time, and the second time, the computer froze without generating a save. (I set the timescale to 1 like KG himself did in a recent video)
I'll try it again, but it seems like more drastic measures might be in order.

Staying inside the mod, would any actions that can be triggered by the holotape help?
 
Updated to 4.1.4, terminated the workshopscripts with fallrimtools (there were 156 of them). Let the mix sit for 30 minutes, now 18 scripts, mostly kghelper. No change unfortunately.
I suspect the save is dead then. Shame, really, quite some work went into settlements like the Castle and the game over all (lvl 78).
