Settlement Build Limit Bug

Some of my settlements are totally empty and I get the 'Nothing More Can Be Built' message. Sanctuary has things and was working, but now says it's full when it isn't. Red Rocket, Sunshine Tidings, and Outpost Zimonja are 'full' even after fully scrapping them. Abernathy Farms let me build, but I'm sure it's going to end up like Sanctuary. I haven't gotten to any other settlements yet but this is keeping me from completing If I Had A Hammer (Side note: In that quest I've seen a bug in previous play throughs where my villagers never finish building residential settlements).

On a brand new playthrough, I had to use the WSFW tape to set budget to 400% on Red Rocket and similar on other settlements as well.

If you click on the workbench you can add additional build limit. Use the manage option

Also, on the workbench under the manage option, try "reset build limit", this worked for me when the build limit seemed off.

Sometimes a plot is eating all your build budget refresh them.
