Scrapped Plot Stuck in Construction?

Been having this problem in the Red Rocket Settlement near sanctuary where I decided to scrap a plot while it was construction because I changed my mind about where it's position is. But now I find that the scaffolding and construction sounds are just there now, forever it seems. Nothing I've done (leave then come back, mark for delete in console, etc.) fixes the problem, I was able to remove the scaffolding but the sound aint going away tho. Gonna load a city plan in the hopes that it'll fix it.

Update: didn't work

Update 2: I was able to find something called "Stack Parent" in workshop mode that I can delete but the sound still remains.

You're stuck with it unless you roll back. I'd suggest to either wait for it to finish constructing (aka wait for the notification that it's finished) or click "cancel construction" and wait for that to reset before removing the plot. Overall you need a little patience with this, then it goes a lot smoother.
