Rotc city plans add every plot type?

So I have ROTC leveled city plans in all my settlements and I'm at the HQ now and unlocked the power sharing plot, does any or all of the ROTC city plans build every type of plot? Or do I gotta manually replace a municipal plot type?

As far as I know the ROTC plans dont include Power Transfers, you'd have to set one manually.

You will need to manually do it - the ROTC plans do not contain hospitals, power transfers, or sanitation
