Not using conqueror, using RoTC only with minimal workshop use.
Via the HUD everything is maxed out except I haven' messed with RR much and it relies on provisioners for food, so I have the brahmin emblem.
Happiness is never shown to go above 87%, though happiness reports have shown that figure, 90% and 100% depending on drugs I have donated.
Scrap has been at 100% for what must be nearly a month now in game.

I resorting to putting some potplants around the place from that one CC mod where pot plants create happiness. No shift in happiness.

Any ideas appreciated.

*Edit* Individual plots level, I have all the highest level defensive plots for that RoTC plan I believe, and residential is levelling. It's the city plan itself that isn't going anywhere.
 
The reports being off is a known issue.

The reports in the halotape are glitched and more-or-less show potential but not actually what it will be the next day. For the most part, if the workshop numbers are good then I ignore the happiness report in the halotape.
 
Well to add further detail, workshop has the settlement at 86. At 100% scrap, every other bar filled with food covered by trade, and over 10 days in game, the city should have levelled. It's not.

Just randomly throwing another idea out there, I chose the leaderless option. Will that effect things?

Nah, I have it set to automatic upgrades. The only upgrades I have set to manual are Advanced Plots.

Actually thought I'd test it out as I posted this thread by having a leader for one of my settlements that looked ready to be upgraded but wasn't transitioning to the next level and just now got the notification that it finished calculating the improvements as of this reply.

Gonna try out another settlement and assigning a new leader to see if it levels it up as well but for now it seems like there may be something to the Leader Required setting that isn't functioning fully. While building the initial city is possible without a leader, upgrading it seems to still require one.

[EDIT] - There definitely seems to be something to it, the second settlement I assigned a leader to immediately went into upgrade mode.

Might try assigning a leader and see if it upgrades. For science. Maybe the no leader path is still buggy.
 
Yep, assigned a leader and away everything went. Bit of a mess to know leaderless isn't truly functional but fun to see everything working!
 
On a whim, do you perchance have the city plan set to manual upgrade?
 
If you enable papyrus logging, the reason for a City not upgrading will be dumped in the Papyrus0.log about once per in-game day. You can search for the messages "City Upgrade Ineligible Reason".

I was made aware of a bug where if you disabled the Leader Requirement for City Plans, that City would never upgrade until you assigned a leader. That issue will be fixed in Friday's patch.
 
Cool, well that's good news at least. I will have a look at the papyrus logging options as it's probably good practice to know about that stuff
 
Okay, added "Solved " tag as I installed the lastest sim settlements, it reported correct installation and then a bunch of other leaderless settlements upgraded and I have graduated to fearing the triangle of death!
