Question Possible to only use City Plan Foundations?

Hi, I am new to Sim Settlements, although I have installed the mod back in 2017, I somehow never got to try it back then before I lost interest in Fallout 4, but now it got me hooked again :D.

I tried searching the forum to see if someone already asked the same question, but couldn't find it, so here I go:

I really like the City Plans in the 3in1 and used them for all of my settlements so far. But now I want to add my own touch to the Foundation level of a City Plan, but don't really know how to go about it.
The only thing I can think of is to start a City Plan and let it lay the Foundation level and have City Upgrades set to "manual" and from then on add or change plots myself without ever "upgrading" the City Plan in the City Planer's Desk.

I just wanted to ask if there is an "official" way to do so, because it's the only way I can think of and don't want to start doing so just to later find out that there was actually a setting that allows you do just that.

Make your own city plan or as you do, leave at foundation level and change as you want. I don't there is an official way to do this. Sounds like you are already doing it.

There is instructions around here somewhere on creating your own plans.

You basically use Transfer Settlements mod to scan the scrap profile, the level 0, 1, 2, and 3 levels. Adding what you want to each level. Then you use another tool to combine the files into a plan.

I messed around with it for a bit, but I had issues with it and never received help with it.

Oh thanks, could you give me a link to this guide, I can't find it using the "transfer settlement/settlement transfer" as keywords in the forum or on the wiki.
