Plots don't spawn in cities

Ran into a bug where all my cities stopped creating plots (residential, commercial, etc). The problem started after I tried making a second city, starlight drive-in, where I used the RoTC built in city plan, the entire city built, but no plots, I waited several weeks in game and nothing was built. Around the same time Sanctuary upgraded to level 1, part way through something went wrong and only about half the assets appeared so I refreshed the city and the rest spawned, but no new plots spawned, only the old ones remained and all the new settlers who joined are all homeless/jobless. Tested the castle aswell, same problem, none of the plots will spawn, also tried re-installing using the 3in1 and individual mods, nothing I've tried seems to fix this.
 
You may be running into script lag.
Grab Fallrim Tools and open your last save and look for "unattached instances" (which will popup after it loads) and Active Scripts (which should be 10 or less. 0 for both being awesome).
 
Ran the program with the included instructions on the mod page, I have 14 unattached instances which is probably bad but also removing them corrupts the save file.
 
Yep. This really sounds like a problem in save.

Did you actually get corrupted save file, or are you just expecting one? Usually the problems with save files are related to removing script sources and not clearing from runaway scripts.
 
I'm not an expert whatsoever but after running the tool I can no longer load that particular save file, the game just crashes.
 
I can't help with your crashing, as that's generally a save file corruption (unless it's just happening when you arrive in particular settlements - in which case there are a lot of things you can try). Though presumably you have an earlier save you can use to press forward.

There was a bug in the mod that could come up for some people and cause weird behavior with the City Plans - I just located it in the last week after a few people sent me their saves. After the patch, run the rebuild local data tool in one of the problem settlements and then recreate the City Plan to see if the plots start placing again.
