walking slowly toward a large settlement, while staring at the ground seems to help - gives my system time to render stuff.
I know you said "every way" but just to be sure, have you tried fast traveling to vault 111 (if you can fast travel without crashing, WALK not run to sanctuary)? I crash on the sanctuary bridge too. But after I go this route, I can cross the bridge no problem (no crashes ever since, *fingers crossed*). (Sanctuary Level 1 and a level 3 red rocket nearby with a level 1 abernathy in the surrounding area).
This visitors bug is the weirdest thing, I can understand it on my end, my problem always comes from the same female yellow ghoul, so probably that base npc has some quest related aggression flags (having the "same" body as bobby-no-nose), but you guys always complain about the ranch hand, I've seen several different npcs named ranch hand, so I can't understand why tha particular name is messing up the faction neutrality.
humm... I wonder if one adds the base ID of the bobby-no-nose body to the settler faction, if this issue will stop happening.
edit: can someone that has just saved before encountering this bug, reload that save and try to use "27684.addtofaction 337F3 1" in console command?
maybe see if this prevents the fight
Nope just tried from Vault 111 and looking down at the ground from there and on the bridge. Plus turned off Expanded settlements just in case it was that causing the problem. Still crashes. I will just stay away from there for the moment lolI like the idea to go from Vault 111 instead, that may actually prevent RR from loading at the same time. When you run over the bridge from the south side of Sanctuary both settlements are in play and the engine probably gets overloaded at that point.
Guess you just debunked my hypothesis, if you haven't done the quest yet, I see no reason for her not to be neutral. For now I've just disabled the visitors again. I don't really want to do anything to Bobby's base faction settings as I haven't completed her quest chain yet. Been putting it off for more interesting things.
Sanctuary is still a lvl 1 settlement with everything at 100% but it wont upgrade. I checked on the settlement through the workbench and it says Sanctuary has 999 water and is displayed in red.
I have tried adding more water "by hand", connecting it to other settlements and cut it completely of other settlements but with no luck
Have anyone else encountered this bug, and/or know how to fix it?

aahh... 14 is the player.I have a save right as I zoned in, and the fight starts immediately. But ...
Syntax error: Invalid reference '27684' (only object references and reference variables are allowed in this context).
And the reference ID I see for the Ranch Hand in this save is (00000014)[EP]
Not sure why you'd want to change Bobbi's faction.humm... I wonder if one adds the base ID of the bobby-no-nose body to the settler faction, if this issue will stop happening.

I just find it curious that the only visitor that causes problems is the yellow female ghoul, and since that npc looks like booby-no-nose, and she has a quest that involves some sort of aggression. To me, the problem with the visitors being caused by the base npc used for the visitor, makes as much sense as any other explanation. Not sure why you'd want to change Bobbi's faction.

If you're in 3rd person while in the console, you're selecting your charterer.
I'll just chime in here with similar enthusiasm. I had been holding off upgrading cities past level 1 or 2 due to crash issues so last night went on a spree letting The Slog and HA go to level 3 and Finch Farm go to level 2, all of which seemed to complete without issues, plus I walked around for several minutes in each afterwards (which is another time I would often crash out). I have issues with the settlers standing around again but hopefully their AI catches up in the next few in-game days.
One other problem I've always had since building up SS was the loading screen displaying indefinitely if I did something like attempt to fast travel from my 25 settler 50 plot monster at Sanctuary to my similarly complicated setup at Starlight. Not talking just a slow load, at times when it happened I've let it run for upwards of half an hour watching a Deathclaw or whatever turn in place and the Pip-Boy entries cycle. Bizarrely enough I can still move the model around or toggle its skin on and off, but I eventually just have to use the Task Manager to shut Fallout down since it might as well be frozen.
I've read of people having the same issue in the vanilla game at times so I'm 90% sure it's a resource issue and the game engine is just getting overwhelmed unloading and reloading textures, etc. behind the scenes. It's less likely to happen if I manually walk away from a settlement first, and more likely to happen the longer I've been playing in a current session. Last night I didn't experience it, though. Which could be luck, but I'm keeping my fingers crossed that the thread ceiling may have helped out with this as well even though it's not your standard CTD.
For the screen loading, are you using vsync. I am and had huge screen loads ( and ctds) until I installed the load accelerator mod
