One of my settlements CTDs if I fast travel to it or get anywhere near it.

I think I can fix it by scrapping/deleting the whole settlement (it's Oberland Station). It's currently getting attacked by gunners and I have a quest to defend it. I don't care about defending it, but the whole area around the settlement is off limits because of this CTD deadzone. I tried looking up on the forums to see how I could go about deleting the settlement, but I can't get close enough to use the holotape (if that even works for Sim Settlements 2). How do I scrap the settlement from outside it's zone? I have a save right at the edge of the deadzone where the CTD happens, I can't get any closer. I wish I could reload before this CTD started happening, but I only keep a small number of saves because my SSD is not very large. I hope I don't have to restart; this save is about 24 deep.
 
It might be that there are just too many actors for your rig to process in the cell. Just a thought, since the gunner attacks put a terrible strain on the particular settlement.
 
Could be, can I wait out the Gunner attack?
You should be able to. The Gunners will win or lose eventually, and I think you will get a notification about it.
The link you posted actually didn't work for me. The options just weren't in the holotape. There is a settlement recovery options in MCM WSFW menu that worked for me.
 
I just had a slightly different but possibly related problem at Oberland. I used the ROTC plan for that settlement, but when fighting off the gunners, I noticed, almost all structures had gone as well as the sensors. I refreshed the whole plan and the settlers started building again.
