(NOT SIM) Settlements question - can you do the thing?

So I have a settlement mod that came broken from The Nexus, and I really like the location and what they did there world-wise, but their scripts were broken and it was missing other things, so I repaired it to the best of my ability and got it working last play-through. This playthrough I am also using the RR settlements mod (the newer on), and one of the RR's (Cambridge) is right down the road from the mod I like. The do NOT overlap. There's more distance between them then several others I have. But when I use both mods, I am getting the 'Commonwealth' bug with both of them. They work fine separately, but for whatever reason, they are affecting each other. The non-RR mod does some funky world-edits there, and I think thats whats borking stuff (I'm sure the precombines are trashed).

So my question is, is it safe to remove the first mod at this point, if I have NOT activated either of those settlements yet? I tried to just activate the RR one, but even if I don't activate the other, I still get the Commonwealth bug.
 
Loading the settlement mod after the other one in your load order in some cases might solve it. But it sounds like you already tried that, assuming the non settlement mod was never activated on that save. I use & recommend this settlement pack by @Yagisan for new Red Rocket settlements: https://www.nexusmods.com/fallout4/mods/35405

May want to do a check in xEdit for conflicts with your load order if you have many mods with some potentially affecting the same areas, though helpfully they do have a Known Conflicts article -https://www.nexusmods.com/fallout4/articles/1391.

In general I consider it to be not safe to uninstall.
 
The do NOT overlap.
Are you sure about that? I remake precombines and previs for my settlements, so at a minimum each one touches a 5x5 grid (technical reasons prevent a smaller area from being used). If you are using my RR settlements, LOOT and Vortex consistently mis-sort it, so you get the exact breakage you describe.
