No unique leaders available

I've got the bug where it says that there are no unique leaders available, I can fix it by using the tool in the holotape or the console command but the problem is I have to do that everytime I want to assign a new leader. Is there a more permanent fix?

There will be. The problem has been found, but KingGath isn't releasing patches at the moment. I'd expect it to be solved in 3.0

I have the same issue. Every time I am told that there are no leaders available to be Mayor (there are). I can only assign a Mayor directly to the desk in build mode, not via interacting with the in normal mode.

Different issue, but I've had Preston as Mayor of a settlement with a recruitment beacon. He's probably brought in fifty settlers (I periodically check and assign them to HQ, other settlements, or outposts. He has not recruited a single trained Minuteman as per his leader trait.

I have a similar issue where the only two unique leaders it says are available are a woman from TenPines, and Mama Murphy, and I'm approaching level 70, well into the game.Not sure what the deal is.

I've had that issue too. Only Codsworth shows up on the menu, no matter what settlement I'm at
