NLTC Charlotte Trade Agreements somehow bugged?

When I finished the NLTC quest line, I met Charlotte, long before I started with wars, etc. I made a few trade agreements with her, just to try it out once and forget about these trade options for maybe 150+ hours of game-time. Now I am into the war, got a side quest to talk to Charlotte again to obtain a trade agreement with her. When I talk to her now, I can see my old agreements, but the numbers are somewhat flawed now. The options in the dialog menu allow only for 100, 500 or 1000 part steps, but somehow Charlotte thinks, that I have very strange uneven numbers set with her, which should be impossible to set:

These leads to the problem, that I can not change between Import and Export anymore, as the system is made to just handle 100, 500 and 1000 steps, when I want to decrease the incoming number of any sort, it shows something like this:

Which apparently only allows for increasing the numbers that are incoming, no change to outgoing possible. Therefor I had to go to exactly zero, but it is not possible to reach that with "17" and the only option is to increase by 100, no way to ever reach zero.

When I go to a wares type, that has still even numbers, in this case the Rare Materials, I get this dialogue, as expected:

And when I go down to zero with the amount, I get this:

So the question is, how is it possible to get to these strange uneven numbers between the 100, 500, 1000 schema ? And can this be fixed for future updates, and most important for me, can I change these numbers with a console command to get it back in a working standing? Maybe a "set everything to zero" option would be an overall easy solution for the future.

I hope this explanation is clear enough to understand and find the problem. In case any further questions occur or you need more info or want me to test something, I would be happy to help. My savegame is mostlikely not helpful, as I have something around 700 mods installed, which was no problem since now, I have >300 hours of game time with this save.
 
The last screenshot appears to be correct (without seeing your Resources Panel):
  • Empire Production: 222 Units per Day - This means your Settlements are producting 222 Units/Day of Rare Materials.
  • (I believe when you have Trade Agreements, it adds those units into the total.)
  • Daily Units Incoming: 0 means you have no Trade Agreements bringing in Rare Materials
I'm not sure why the others are showing odd numbers of resources. I think It may be including daily resources coming from your captured territories.
I'll ask about that.
