Fixed Never ending settlers in Sunshine Tidings and an invisible settler in Red Rocket.

Hello,

Before I begin, I forgot to mention in my title that I play on XB1.

I have two bugs I am trying to figure out, I'm not sure if they're SS related or not, and I'm hoping someone else might have found a solution for similar issues.

First, settlers won't stop coming to Sunshine Tidings. My character has six charisma which by my understanding should mean my settler limit should be 16 per settlement. My character does wear the helmet you can buy from Covenant that gives him a +1 boost to charisma which adds one more settler to the limit.

However, in Sunshine tidings coop, I keep having settlers show up well past what should be the max. For a while, I tried to deal with the issue by fast traveling to Sunshine and sending the excess settler elsewhere, but the problem has persisted and clearly is not going to go away. I have Sunshine Tidings set up with 16 residential plots and 16 job plots, and I scrapped the recruitment beacon as soon as the 16th settler showed up. I'm not using the alternate recruitment method from Industrial Revolution, and I have no mods that raise settler limits. Despite all of this, I currently have 19 settlers at Sunshine Tidings and I'm not sure why. This is the only settlement in my game with this issue.

Second, there is an invisible settler at Red Rocket. I have Red Rocket set up with jobs and homes for 8 settlers, and I tore down my recruitment beacon as soon as my 8th settler showed up. The problem is that the settler count at Red Rocket shows up as 9 in workshop mode, on my Pip-Boy map, and even in the population management computer from Vault-Tec work shop. When I do the employment status check on the Vault-Tec computer it says I have 9 settlers, 8 employed and 1 unemployed. Even the SS hud reflects 9 settlers. the employment and home bars show as slightly less than full with an 8 settler set up, then when I tried building one more job and residential plot, the bars fill up, but the new plots remain unoccupied. Furthermore, even the settler needs tool from the SS holotape acts as if I'm at 9 settlers, reporting that I'm short a job and a home when Red Rocket is set up for 8, and then showing 100% when I add the two plots. I've tried fast traveling as far away as I could, then coming back and calling a town meeting, but the mysterious ninth settler never shows up.

I realized today that this issue began after I decided to send Marcy Long to Abernathy Farm. I sent her and one other settler to join the three Abernathy's right before I decided I was going to build up that settlement. She went to Abernathy Farm at first and my settler count showed 5 like it was supposed to. Shortly thereafter, I noticed that the count on my pip-boy map showed up as 4 and when I fast traveled to see what had happened I noticed that Marcy had disappeared. I then saw that Sanctuary somehow had one too many settlers despite there no longer being a recruitment beacon present. I figured Marcy had returned home, but when I went looking for her in Sanctuary she was nowhere to be found. I tried calling a town hall meeting, but she didn't show up. Then after I slept for 24 hours, my settler count was back to normal in Sanctuary but Red Rocket somehow ended up with an extra settler leading to the issue described above.

I'm not sure if the Sunshine Tidings issue correlates with the time I sent Marcy away, but either way, I'd prefer not to have to reload a previous save to the time before Marcy's reassignment if I don't have to since that would mean backtracking a few hours of gameplay.

I have a somewhat similar thing going on in my game. I had a settler assigned to work in my Sanctuary office. So she looked kinda shabby, so I gave her a new haircut and a dress. Shortly thereafter I got tired of Jun Long's slacking off around the town and nearly incessant whining. So I assigned him as a provisioner. I have him going back and forth to Far Harbor. The next time I went up into the office, the worker had become invisible. Thought it was the hair change, but after reading this... I could be wrong. Added to that, Mama Murphy decided to get out of her chair and take up a more or less permanent residence next to one of farms in town.
 
I can't speak for the invisible settler issue, that doesn't seem likely to be caused by SS or an add-on, but the other issue could be from one of the Industrial City buildings which allows alternate recruitment.
I'm not fully familiar with how it works, but maybe @mytigio could chime in.

The user says they aren't using alternate recruitment, so that shouldn't be it.

Do you ever use +CHA drugs like Grape Mentats? Those temporary charisma boosts will impact your settler count if you try to move a settler or the system tries to recruit while it's active.
