Solved Mutants Best Friend Dogs are hostile

This bug is repeatedly happening after reloading saves every time I get the 5 doggies for Maul and return to him the dogs are attacked by my raiders... idk if this is because my HQ is at Sanctuary, so I have the Quincy 5 there. However on a previous playthrough before 4.1.2 this problem never occurred.... that time I had Mutant Hounds and this time I used regular dogs.
 
I have a metric tonne of them at my HQ at Starlight and they haven't yet been hostile to or been the victim of hostility. I certainly didn't collar that many, so I guess the kennel plot adds a bunch of them by itself (fun!). However, creation club animals like the Quantum Stag are often attacked by raiders at HQ. I moved it to a different outpost and haven't seen it attacked since though.

I'm guessing faction problems or even friendly fire problems. I believe whole heartedly that Fallout 4 is a messy engine and so friendly fire between raiders and other types of settlement NPCs should never be a problem, realism be damned.
