Hi so I am new too fallout modding and I am having a issue where the stranger or jake I think gets stuck or doesn't move until I fast travel or something else i have no idea what to do any solutions.

that being said, during "Laying Foundations" Jake will usually follow you until you do something that requires him to navigate to a plot. you might need to make sure he can actually get to the plot. if it's floating or up on a the top of a latter or something, he might be having trouble wit the navmesh, and the same token if you have anything that changes the settlement and doesn't update the navmesh in the same way.

if he's just standing there looking bored and saying nothing, you might have a script lag issue. are you having any trouble with quests advancing?

This can happen when Workshop Framework isn't in the correct loadorder. It should be above SS2.
