Jack will not show up [Xbox one]

I feel like I've done almost everything I've seen when trying to fix this. Everytime I place down the beacon I wait and Jack never shows up, I try waiting for 24 hours twice while listening to the recruitment radio and nothing. I've tried starting a new game, I've tried deleting all the mods then redownloading them and starting a new game yet again, I've tried changing the mod order and it seems like nothing is working. At this point I'm wondering if the mod doesn't work for me or if I'm making a small silly mistake.

Here's a picture of my mod order, I wonder if I'm missing something.

There are a few posts about this out there, but I will try to summarize.

Please review the Installation page of the wiki; the XBox section is a bit down the page. There isn't anything wrong with your load order, but you are missing a few recommended items.

You might be starting the game too quickly for the necessary start up scripts to finish running. Try starting a new save, and proceed more slowly both through the starting sequences of the game, and when you exit the vault. If you want to see an example, Kinggath started a playthrough on the XBox a few weeks ago on his livestream on both YouTube and Twitch, and you can watch it to see what a successful start up should look like.

The other thing to be aware of is that the Stranger/Jake can appear at multiple possible locations in your starting settlement, and he can wander around and interact with various animation markers, as opposed to coming directly to you. You might need to search him out.
