Issue with Voice of the Commonwealth, 2nd Edition

I ran into this issue immediately after receiving the Voice of the Commonwealth, 2nd Edition quest. Alyssa will not continue the conversation, instead continuing to just say "Oh hey!". Additionally, if I kill her and take the copy of Voice of the Commonwealth, 1st Edition off of her body, I crash whenever reading it.
 
I tried walking (and some running, but no fast travel) from Concord to Bunker Hill, to the Slog. Played out the same. Was able to completed the Bunker Hill stage with out issues (other than the young girl sitting and clipping into some barrels). Continued to The Slog, and got stuck in the same place. Restarted from a save prior to completing Stage 1. After receiving the second quest, I decided to mix it up and went directly to The Slog. Did not change the results. Given the number of bugs I've been seeing (The 4 southern most settlements aren't connecting to a trade route, all the plots on the included full size Egret Tours Marina city plan are all either duplicating, triplicating, or quarduplicating and refresh doesn't help, as well as power issues and rewiring some settlements multiple times, and the long save times). I'll start a new playthrough in 6 months or so after a few more patches have been released.
So this is late, but the problem is if anything is in the way, he won't be able to lean against the wall. So no plot can be in the way.
 
I'm also getting stuck, but at a different point in the 2nd Edition quest. Jeff interviews Dahlia at Bunker Hill just fine, but we have trouble interviewing Phil at the Slog. At one point in the conversation (recounting when he got unstuck and snuck away quietly) the camera changes to view the Player Character (as if to respond), but there's no dialogue prompts. Note: I'm not using (have never used) XDI, FDI, or similar mods that affect the dialogue interface. I'm running a very small SS2-focused load order. I'm not even using any plot add-ons for SS2.
I just had this same issue and even using the console code to finish this part of the quest does not work.

It does seem to have something to do with the camera, I think--it went to my PC, then nada, they all just stood there and stared at each other. So I went and got the console code to finish it, typed it in, and still nada, they still just stood there and stared at each other. XD

Did you have any thing built in the room where Phil is? Apparently if something is in the way off him getting to where he's supposed to be it can cause problems for the conversation. When I had my problem he was in the middle of an interior residential plot I built there. In my next playthrough I didn't build anything in the Slog's building at first. I was able to speak to Phil successfully, and then went ahead with internal building.

That seems to be the problem here. I recruited the Slog, long before finishing the Alyssa questline. And I issued a ROTC plan to build it up. If the Slog is developed, the place where Phil is at work, is smack in the middle of an indoor residential plot. The conversation with him starts, but it never finishes. After some of his lines, he and Jeff keep shtum and the quest never progresses.

I lost three real time days to that issue. Not only because of the Voice of the Commonwealth not finishing, but also because the Caleb questline didn't progress after the first quest. So, I'm not sure, if the last update has taken care of that problem, since when trying to plant a city planners desk and issueing a city plan, the mod warns me now, there are pending quests that may interfere with my plan. Such as at the Castle. It seems as if this problem is at least partly adressed.
 
I think I did all her quests (or at least she didn't give me any new one and just said "oh hey" and nothing more happened, I don't remember how it ended), and I never got her paper, she never gave it to me, I just found a couple issues of the second edition I believe around town. I had some of the other bugs described here, like at the Slog. I fixed it with the console command tcl I think because it would stop people from moving around too much.
Also, she was particularly upsetting and racist against supermutants so I killed her.

No, I haven't started building yet at The Slog, just the vanilla items are in it. However, there were NPC's in the way, one of them being the robot that accompanies the young SS2 NPC who admires the Mechanist--Jeff stopped in the main room about 3 feet from the door to the room Phil is in, my PC got about 10 feet from Phil and then it triggered Phil talking. They went through their dialogs but at the end of it, they just end up standing there and there's no quest finish.

I'm going to try it one more time, during the day time this go round when The Slog residents are all outside and see what happens.

Sounds like there's something preventing them from leaning on the wall, maybe the NPCs.
 
Just tried the part of the quest to talk to Phil again (well, 3 times to be exact), in the middle of the day and no one was in the building. Jeff once again stopped outside of the doorway to the room Phil is in, they did their dialog, camera pans to my PC, then nothing. sighs
 
Several people have reported that Jeff is having trouble navigating to Phil.
@FastBlackCat, you are the first to report issues with him pathing correctly with no interior plots in the way.
There is an issue logged for it, but unfortunately, there is no ETA for a fix

Thanks for the info. Jeff does seem to have a pathing problem, he had a heck of a time getting into the building, he was running all around it. Finally, by walking slowly and stopping until he got closer to my PC, I got him inside. He was talking to Phil through the wall though, when I finally got him there. XD
 
Ugh, same problem with Phil here. I'm also in a weird spot where my last save was a ways back, and now I cannot reinitiate the conversation with Phil, and I have Jeff running around aggroing the entire countryside. Lol.

Jeff doesn't make a good body guard at all :sorry
 
Just ran into the same bug - the conversation starts, and the the pan to the PC, and it all stops. I already had built indoor resident plots where Phil is.

Reading the above, I went ahead and scrapped the plots in the vacinity of Phil just before getting so close that Phil starts talking. I also waited until Jeff was in the room. Eh presto, dialoge runs through, quest progresses.
Note: I did not experience CTD when reading the first issue of the Voice.
 
I'm also having trouble with this mission, i'm able to finnish both interviews but can't talk to Alyssa and now stuck with jeff following me everywhere
 
I just tried to do this quest again the other night, and he was still running every where except where he should go and there wasn't anything in his way. So, having made a save before trying this again, I deleted back and decided to not do it.
 
Hopefully this and a few of the other Concord quests will have fixes in the next release
 
I've got a different problem with this quest - I've interviewed both people for the second edition. Jeff has since disappeared and the quest marker just points to Alyssa's bed.
 
I'm still waiting for Journalistic Ethics to start after finishing the earlier parts probably decades ago in-game time. I did all interviews for 2nd Edition and Jeff is no longer with me, he sits around Alyissa's house doing nothing. The quest has gone from the Pipboy.

When I return to the house nothing happens, just generic dialogue. Guess I'll have get kick start with the console
