Issue with Voice of the Commonwealth, 2nd Edition

I ran into this issue immediately after receiving the Voice of the Commonwealth, 2nd Edition quest. Alyssa will not continue the conversation, instead continuing to just say "Oh hey!". Additionally, if I kill her and take the copy of Voice of the Commonwealth, 1st Edition off of her body, I crash whenever reading it.
 
I managed to talk to her and she gave me a copy of the first edition, but I also CTD whenever I try to read it.

I'm also getting stuck, but at a different point in the 2nd Edition quest. Jeff interviews Dahlia at Bunker Hill just fine, but we have trouble interviewing Phil at the Slog. At one point in the conversation (recounting when he got unstuck and snuck away quietly) the camera changes to view the Player Character (as if to respond), but there's no dialogue prompts. Note: I'm not using (have never used) XDI, FDI, or similar mods that affect the dialogue interface. I'm running a very small SS2-focused load order. I'm not even using any plot add-ons for SS2.

Yep same. I crashed just heading to her house right outside as i went to see her.

EDIT: Tried a few times now...no crashes just "oh hey".

I wish she'd pick up some of that trash in the house. Yikes lady.

Also crashing when I try to read the 1st Edition. Considering Torberg's small load order, it's probably unlikely to be a mod conflict but just in case here are the mods that we are both running (aside from core SS2 and requirements):

Not getting the CTD when reading the 1st Edition, but I am getting stuck in the interview with Phil as well. Running Hotfix 2.0.0L. I, myself, am running a rather varied and lengthy list of mods (which is not likely to change). Maybe I'll see if I have a save prior to completing part one of the quest, and will try not fast traveling as well.

Yeah, the CTD when trying to read Volume 1 was fixed in 2.0.0K (missing material for the newspaper). I'm now also on 2.0.0L, but gave up and sued SetStage to go to the next point in the quest. I was able to go back to Alyssa and talk to her to end the quest. It may or may not have bit me in the butt, because I think the next quest "Journalistic Ethics" didn't act as described in the wiki. It started when I spoke to Alyssa later. I never witnessed an argument between her and Jeff. When I asked her about what's going on, she started to explain it and then gave up and said she'd stop. I never encountered the choice branches. I don't know if that was due to my consoling the stage in the earlier quest or not. (Perhaps doing so caused some variable about how Voice2 played out not to be set? I don't know.)

So, again, SetStage with caution, and usually only under guidance from those better in the know.

I tried walking (and some running, but no fast travel) from Concord to Bunker Hill, to the Slog. Played out the same. Was able to completed the Bunker Hill stage with out issues (other than the young girl sitting and clipping into some barrels). Continued to The Slog, and got stuck in the same place. Restarted from a save prior to completing Stage 1. After receiving the second quest, I decided to mix it up and went directly to The Slog. Did not change the results. Given the number of bugs I've been seeing (The 4 southern most settlements aren't connecting to a trade route, all the plots on the included full size Egret Tours Marina city plan are all either duplicating, triplicating, or quarduplicating and refresh doesn't help, as well as power issues and rewiring some settlements multiple times, and the long save times). I'll start a new playthrough in 6 months or so after a few more patches have been released.
