Issue with "New Plots on the block" and with game saying missing important data from sim settlements, destroying it

So after fixing the whole issue with jack not spawning i have been doing the questline the whole day and i've gotten to new plots on the block everything was fine until i went to deliver that thing you get from vault 81 and you go to sanctuary to build the new plots, problem is, the plots dont show up in the SS2 menu and whenever i place any other the "important data from sim settlements is missing from a plot destroying it" error, again went to many threads many people have had this issue but i cant find a solution, i have waited like i did previously which worked last time but sadly doesnt work this time and ive reinstalled so i dont know what to do...again...

I'm having the same issue even after the update. This is my second new game attempt after getting the message on my first game. No idea why.this is happening as I've been able to lay down plots just fine before. The computer on the desk has disappeared too
