HQ Resource Values Not Updating

I have two supply agreements with Sanctuary and The Castle both of which have recently received new industry plots but the resource values at HQ never change. I'm stuck with 9 people including Strong at HQ but cannot build living quarters because they want at least 500 organic resources.

My organic resources are currently listed as 1728 at Sanctuary and unknown at The Castle but that 1728 should be enough for HQ to have more than 100 which it currently has. I can only assign one staff member to each non facility department right now because I need at least 40 facility energy to build living quarters for 4 people and/or 500 organic resources to build smaller quarters. I have never had this problem before because all I recall doing in the past to send resources to HQ is create an agreement and build industrial plots.

Also, how often does HQ recalculate its resources? It SHOULD be daily but that doesn't appear to be the case because when I sit on a couch at HQ and wait 24 hours the resources don't change.

Is there a way to force settlement to transfer resources to HQ? I envision a console command that says something like "transfer x amount from settlement a to b" or maybe add a way to manually transport resources in bulk using the chemistry station (ex: recipies for bulk shipments of resources you can take to HQ and deposit yourself) alternatively is there a cheat which can add resources at HQ?

Honestly, you shouldn't have such a low max population that early in the game. There is a giant empty building where people could live better than I see them living on the streets but no hobos can squat there until they have living quarters? Give me a break.

At least these guys are actively working on this mod and probably have all the skills/experience necessary to do that.
The problem is that these cost values are a bit hard-coded. The simple way to bypass them is to toggle via the console "TGM" as @yaugie suggested before. That turns all building costs off so you can build whatever you want. You can then go into the console and hit "tgm" again and it turns god mode off. The only other option would be to produce a QoL mod that does hard edits to all the rooms and removes all the hard-coded costs. That's certainly very doable but very tedious.

There won't be any more fixes for anything until 2.3.0, which will be just before the release of Chapter 3.
Devs are head down working on that currently.

Turn OFF: Disasters

The Mod Survival Options can let you turn on Godmode even if you are in survival. :)

Quick note - the "Room Construction Cost" being off may only work when operating the Room Control (little screen/room ASAM thing). So if you have turned Room Construction Off, you may need to go up to the ASAM and use it if it is still showing costs.

During my first paythrough I noticed lines connecting settlements to HQ on the map just like the vanilla ones connecting supply lines but to HQ as well as other settlements. There are none in this case other than vanilla ones. On top of that none of my surplus power has arrived at HQ. I have nearly 1000 surplus power coming from Vault 88 alone with an agreement but a total of zero at HQ.

I think the supply lines are not being created when the agreements are made. That might explain why no surplus power or other resources other than scrap logistics are present at HQ.

Unless this is fixed I don't see any way of completing the HQ quests other than using the console to set their stages to get past the requirement that 1000 surplus power be sent to HQ.

Do you have power transfer plots built at Vault 88? That's what is necessary to transfer power - supply agreements don't affect power.
 
I found tgm worked through Chapter 2 for building everything at HQ. Unfortunately, it doesn't help with new resources in Chapter 3. The chems, ammo, etc. are always zero. Available soldiers are also zero.

It also seems there is no storage space at HQ despite there being rooms specifically listed as storage rooms. When I go to the War Desk in the Military Department at HQ it always returns whatever items are donated. I tried donating chems, ammo, and weapons all of which were accepted by War Chests at outposts they are all returned by HQ.

Yeah, HQ doesn't count as having any Virtual Storage capacity, despite there being like a dozen rooms that say they're for storage.
I put in a Suggestion for that almost a year ago but considering kinggath has outright said he doesn't even look at the Suggestions subforum, I don't know why I bothered.
