How to HQ

I feel kind of stupid asking this, but is there a tutorial on how the construction on how to HQ works. I got a few things done by just messing around with it, but I do not understand how it works. The short tutorial in game was too short & I am confused on how to do it. I do not see a way to go back & look at the in game tutorial as it might help. I see the options for manage & cleaning, but I dont understand what the manage does, & does cleaning mean they get rid of all the trash & debris, or should I do that. Any help would be appreciated.

Cleaning: Preparing a room for building anything in it.
Manage: Add or remove workers from the current department.

So, about the HQ...

It’s one of those things that we’re very aware has caused a lot of issues for players. I’m sure people have seen Gath mention a few times that we are planning to fix and overhaul it as best we can, but these things do take time.

I put some of the blame for people not understanding the HQ onto myself, as I am the lead writer. It was my job to explain in an in-universe way how to do a lot of the stuff in the HQ. Problem is, I didn’t really understand a lot of how it worked (since I didn’t create the mechanics or systems, I just write the story around these things). And the mechanics were still being finalized even as we were trying to wrap things up for release, meaning everything was subject to change.

It’s one of the tough things about working on a big mod project, everyone needs everyone else to have finished what they’re working on, so they can perfect their own little bit of work. And that just never ever happens really.

BUT! We do intend to try and add more in-game tutorials, and also ways to bypass the HQ bottleneck completely for those who wish to engage more with the story. These things will likely come with Chapter 3, or just after release of Chapter 3. So please bear with us! SS2 is still a work in progress...

Honestly the writing is fantastic, and HQ is no exception from that. The problem is that it's so heavy on mechanics and alien compared to the rest of the mod that it's nearly impossible to explain it better while "staying in character". I guess we'll just wait and see what ch3 brings but I'd expect more automation/streamlining and ditching stuff like scrap logistics. Probably a little something (like a popup or throwaway line) about how recruiting proper personnel and getting industry going is important :) Maybe some in-game indication of where you cleaned what, what its benefits are and what can it be used for (since most likely a player will forget about it or never pay attention in the first place). Some of the choices you'll never make logically, like Aiden's personal office in the toilet.
 
I seem to be stuck. Tells me to build new resident rooms, but there is never enough sources to build one. Also to fix the power plant, but again not enough sources to do it.
 
Sounds like you either need more supply agreements (with settlements rich with resources, unless they're all part of one caravan network - they likely are by this point) or invest more in industry. Unless it's scrap logistics that's blocking you - then again, get 1 or 2 more supply agreements and that should do it. If the staff is too lame and have no energy, send them away and get better ones or cheat their stats. Or god mode and go ham :)
 
I started to get how it works now. It was really throwing me off is settlers with 1 on every special. Wouldn't those type of people die before adulthood in the wasteland? Have all the 'cleaning' done, except for the outside, but the main hall is still full of junk. what clears up the main room?
 
Personally I just assume that our stats being so good compared to the average wastelander is a side effect of our player character being Pre War - even the most basic, 1950s-esque tier nutrition and healthcare and education would still be miles above what most people post-war could even dream of.
This is of course without getting meta with it, yknow, we're the only one that can access the Perk screen or use VATS

I have a quest guide for How to HQ that may help you.

Cleaning does clear out the debris. No need to personally scrap anything in HQ.

Headquarters :sorry Sorry this is still incomplete, I'm trying to get through recruiting people for HQ in my game, and haven't played the quests after How to HQ yet.
Have you noticed any issues while doing so?I got to the stage placing Lupe in logistics and it tells me Jake was assigned.I had this problem before and someone else responded but it has done it again twice now.I went to the holotape to find if there was a fix but the only two I found in advanced and nothing happened.So I got off the game a couple hours and it's still the same issue.

If this happens, the best thing to do is to use Logistics > Manage and assign Lupe to the department again. I have seen this happen before where you assign someone to the department and something goes wrong. If Command mode doesn't assign correctly, you can also find the Department Desk to assign a person to the Department Head position. The Logistics Desk and the Engineering Desk are in the Comm Array room.
