Question how to change the city plan? (complex ver. -> rotc ver.)

i have abernathy farm lv 1 with complex and Red rocket lv1 with complex.

so i have decided that i'd like to have change city plan for Sanctuary settlement.
like Complex ver. lv1 to Rotc ver.
becuase of the..avoiding triangle of death haha.

i tried just dismiss leader and remove city plan and choose Rotc ver. city plan then reassign leader
on the city manager desk.
but after that i having CTD..

this is my second game with ROTC and
when i was at first game, i had no issue that i have them all lv3 which is Sanctuary, Redrocket, abernathy farm settlements with ROTC ver.
i even using city plans until all of them at lv3 at the same time then. with other 15gb mods

but second game i'm playing on now, i think i have to make lv3 settlements
one by one for the triangle of death 3 settlements.
abernathy farm complex ver. first - sanctuary Rotc ver. second- Red rocket complex ver. third.

before that, i have to change city plan of sanctuary from complex ver. to Rotc ver.

could you help me how i can do that with safe way?

I would try this:

In the SS options, find the complex plan option, change it to "off", then from the city planners desk, select "refresh city" .

If you have just started though, and don't mind restarting before you progress too far, uninstall the complex plans.
