Does anyone know offhand, will companions avoid looting quest items? If so, I can also solve this by marking that key as a quest object.
I'm not 100% sure, but I can't recall a companion looting a quest item, ever. That might fix it.

None of the Companions picks up / has picked up any of the Winters Holotapes in any of my Games... except Number 0 (BADTFL) and 7 (South Boston).
Both Hijacked CPD interieur Locations.
Hope that tiny Info gives you a clue.
 
Alright I just went through that first quest for Branigan myself on this version, and it worked fine - the Legendary Raider had the key in their inventory, Craig The Other One actually has sound files for his lines again now too.
Interestingly, one of the Raiders (not the one with the key) opened the cage mid-battle while trying to dodge buckshot... didn't break the quest or anything, just kind of amusing.
 
So your issue is pretty funny: Codsworth had looted the key.

Which meant the stage trigger never occurred, and presumably you console command unlocked the door (or one of the NPCs opened it because Bethesda's AI is happy to break quest locks [insert picard meme]).

I'll have to change the requirement for talking to Craig that just the door is open, rather than that it was opened with the key - haha

This is hilarious! I think I might have a save before Codsworth took the key, but for some reason I was able to lockpick the door as it was set to novice level. I didn't use a console command to unlock it. Just now went back to a save before all that occurred and ran through it again with no looty Codsworth. Picked up the key, unlocked cell door with key, and no luck with Craig. He was still quite mute.

And don't worry about trying to find a workaround for Codsworth taking a key. That's due to utilizing a function in Amazing Follower Tweaks that forces companions to pick up everything in an area (I hate manual looting).

Here's two saves in a 7z. One before attacking the raiders, and one after killing all the raiders. No loot happy Codsworth this time. Sorry for not creating a better save for you to troubleshoot through first time around. Brannigan quest worked fine for me. I had done the quest awhile ago, and just left the guy in the cage. As soon as I started the game with patch J. It said all the Radiers had been killed and the key was in a box on top of a table. I open the cage the guy responded and went to concord.

They pick up weapons and ammo on their own, quest items and other items only when ordered to do so.

I've never had a companion or any other NPC loot anything other than weapon or ammo. This codsworth thing is the first I've ever heard of that. Genuine lol. Is it possile the key is tagged as one of those?

Related note: if you have a problem with settlers taking weapons from containers or weapon racks, put them on an armor rack. They won't display but settlers don't interact with that. Or you can put them behind a powered door with a switch, cuz they won't use switches either.

Unrelated note: I had to murder Bobby No-Nose once because she picked up a legendary weapon during the Big Dig and I didn't have any pickpocket yet. Oh well, at least the quest gives you that option.

They're using epic follower tweaks mod, they can be set to loot independently.

I've never noticed it, but see if you can 'activate' your companion then point towards the quest item like the holo-tape and 'activate' it- basically telling your companion to go pick that up and see if it works with normal game quest items.
 
anything on this for the concord side quest to rescue the caravan dude where the quest sticks at the kill raiders then the guy wont talk or move or do anything?
Can confirm this quest worked as intended for me, but a had a raider enter his cell then exit leaving the door open. All I had to do was close the door and reopen and it proceeds the quest as normal. Also the key was on the legendary raider this go round instead of the ammo box so that was a plus as well.

also I noticed the ai changes that jake had made make him stay around the right areas for a lot of the quests instead of walking away every time your not talking to him. So also a plus in my view have not finished chapter 1 yet so will see how the rest goes in the next several days.
 
With the brannigans guest on saving the caravan hand from the raiders in version i had it stuck with the kill the raiders part stuck and Craig not responding. With the part j kill the raiders part got resolved but Craig is still unresponsive.

That's different. I meant loot by themselves, as they do with stimpacks, ammo and weapons. Since we don't know what's in the sauce, there might be some overruling if it is the player's order. :)
