Holotape Problem

I spent over 6 hours today and yesterday trying to figure out why the holotape is not working. It's not that i can't find it or something like that, but when i actually use it, it does not come with the pop-up saying i now have access to the sim settlement workshop category, and right it is i can't do anything whatsoever to get it working.

New problem, the plots are frozen at the scaffolding stage, and when i press the button to chose which building i want the plot to be, nothing pops up, so maybe it can't load the files for the building it needs to build.

Sound a lot like script lag. If you're very fast giving build orders/changing plot designs, that might happen. Try to give your system time to breathe in between building changing plots, it might help. If you have powerful machine, you can also increase number of script threads allowed to execute simultaneous. Warning, on a weaker machine this can lead to crashes. (You can change the number of threads allowed for Sim Settlements in the City Mangers menu's).

General Performance tips
 
I skipped 24 hours in-game while sitting on a bench. 7 times. Also i gave it lots of time while searching the internet, and its not just 1 that wont load. Not a single plot will go further scaffolding stage not matter what type

EDIT: Went ahead and built myself a house, took 20-30 min. Everything is in the same state

Skipping time actually makes script lag worse. If that's the issue you're having, you'll want to let your character stand in a settlement, not in the pipboy or pause menu, for about 15 minutes.

You can confirm script lag by downloading Fallrim Tools and loading your save into it - there's a section called ActiveScripts that if it goes much past 20 scripts, you need to let it catch up.
 
It looks like in the screenshot you had 40 active scripts. If it's zero now, try running the Refresh Local plots tool in your pipboy.
 
I tried using archictect tool, next and previous both say there are not buildings available for this plot type, so what have i done wrong and how to fix?
 
Is this happening with all plot types?

Also, if you access the ASAM Sensor on the post and use Choose Building Plan, are there any options?
 
That's definitely a script problem. Can you try on a fresh save or one downloaded from Nexus? If the problem remains, that will tell us the issue is with the install or a mod conflict. If the issue doesn't happen on a new save, we have to do some surgery on your current save file.
 
Next step is to try with only Sim Settlements active on your load order screen.
