Food and Water at HQ

Hello. The Wiki says about food and water:
It comes from settlements - so Supply Agreement connected settlements must have a surplus available.

Does "surplus" refer to daily food/water generation, or does there need to be food and water in the workbench?

I'm trying to get disease cures and vaccines developed for my poor settlers, but the projects all require food or water and say that I have 0 of both available.
 
It's the production values, not the amount stored. I find it's very temperamental about considering there to be any too, until you're into at least Advanced tier for food and water plots, not sure what the deal is.
I've suspected for quite some time that a "behind the scenes" calculation for Food/Water in general is wrong, but it's nigh impossible to trace back on my own, and I've been repeatedly told it's Working As Intended.

I've been having water meter at HQ in red for some time and so far beefing up water in each settlements to create massive surpluses hasn't seemed to affect it at all. Inscrutable.
 
The meters on the HUD in HQ (in the bottom-left ish) are more about how much your HQ and its staff can process. If those are still in the red, maybe you need to build/upgrade whichever room it was that manages Water (it was in the basement, I want to say it was in something like "Southwest Corner - North"?) and/or put more staff in the Engineering Department if you don't have many in there yet.

Exactly. It seems to be completely unrelated to supplies held by my settlements. I kept cleaning the basement and suddenly the water treatment option revealed itself. I LOVE IT.
 
All my bars are less than half filled in the HUD meter, but when I try to do a project I only have 5 or even 0 water food. This number seems to jump around (randomly?). I've seen it change as I was in HQ doing nothing. For example, last night my food dropped from 40 to 2 while I was standing in HQ, and I didn't do anything.

I don't understand. I think I've got pretty massive surpluses at my settlements. It hard to tell, since food especially gets redistributed across the caravan network so you can't see if there's any surplus in food producing settlements.

I'm going to try taking a settlement off the caravan grid, but keep its supply agreement with HQ. See what happens.

Yep, I’m in the same spot. I’m not sure if HQ can have an agreement with a settlement w/o a caravan plot though. If you try it, please let us know how it goes.

OK. So at Warwick, I have a big surplus. I also have a supply agreement between HQ and Warwick.

I went to Warwick and unassigned my caravan plot. On the map, I can see that Warwick is no longer connected to anything. The supply line between HQ and it is also gone. Food surplus in Warwick shoots up.

Arrive at HQ. Still no food. Under "sever supply agreement," Warwick is still listed as active (!). Map doesn't show connection.
Severed supply agreement with Warwick. No change in food.

Warwick appears on list of possible candidates for supply agreement. Reestablish supply agreement with Warwick. Project seems to complete successfully. No change in food. Supply line does not appear on map. Go back to Warwick, reassign caravan plot. Supply line reappears, surplus food drops. Still no food.

I think we can confirm this as a bug. Warwick is producing over 240 in excess food (it's up to 260+ without a caravan plot), but with supply lines connected none of that food seems to reach HQ.
 
Another update: just standing in HQ and playing with the supply agreements makes my water/food go wonky. Creating a whole bunch of supply lines got my food to go up to 17. It seemed like food finally came rolling in when I made a supply agreement with a settlement that had a CITY PLAN BUILT. Sunshine in this case.

But the weirdest part: I had 0 water. Then, I removed some supply lines. Food went back to 0, but water SHOT UP to 196?!
 
Eh, for now it sounds like the best answer is tgm or WS+ free build mode.
