I can't assign it as in the settlers or I don't understand how to do it. I have installed the latest fix. The problem remains.
Do you play on PC? If your save isn't too heavily modded, I may be able to open it and see what's going on.

If you have 10 staff, then she wasn't the problem. It could be a costs issue, what does the task list say for Facilities? It should tell you what you're lacking.
 
Okay, so someone was unassigned but it wasn't MALA (there are 9 people in facilities, in a population of 10, meaning that someone doesn't have a job). You can fix this by opening command mode in HQ, selecting the facilities icon, selecting manage, and then moving the lone volunteer over to the menu where the rest of the staff are. Doing this allowed the quest objective to complete on your save.

Unfortunately I'm seeing multiple reports about poor performance on Xbox since the update - even on vanilla. Hopefully Bethesda can correct this, especially since some folks can't even leave the vault on a vanilla save without crashing, but until then I would suggest scaling down your settlements if possible. You can also optimize performance further via the holotape settings by turning some of those features off, such as visitors.

I would like to address 2 things I have experienced on XBX. One is a solution to some of the posts I have seen. The other, I hope can pinpoint these crashing issues.

1.) If you are having difficulties downloading ANY mod (not just SSM2). First it would be a good idea to favorite any mod you have for easy location. Then try going into the manage game and add-ons section > saved data > reserved space > clear reserved space.
Then start the game back up and re-download your mods. This should remove the "operation could not be completed" message.

2.) I was playing SSM2 before the update and it was running perfectly. No crashes, no real bugs. However, after experiencing the above issue, I thought I was having crashes because of a save bug, by deleting and re-installing the mods. This does not seem to be the case. I have deleted ALL my saves (even the unmodded ones), and started over. The crashes do not start until you establish (from my experience) ANY settlement through the city planners desk. When loading into these settlements (if you can at all) there is a crash about 10 minutes after. Even if you load into a sim settlement and fast travel out, the crash will follow about the same amount of time.

However, loading a new save away from these settlements does not cause a crash, as long as you stay away from these settlements you can play regularly.

It seems reminiscent of a really bad memory leak, but I am not sure.

New Location Conflict

The quest for the Enclave CC content takes you to the Atlantic Offices building in the Glowing Sea. It's been dolled up as if the Enclave are trying to establish a base there: crates, defensive barriers, turrets, and soldiers wearing X2 and Hellfire power armors. This may make it a bit of a headache to find and rescue Fish Food.

NOTE: I am playing on an un-modded save right now, so Fish Food and his adjustments to Atlantic Offices are not in my playthrough.

EDIT: I'm on PC
Completed Fishing Expedition after Echoes of the past with no problem.
 
Hey there! I just wanted to touch base and report a unfortunate issue since the "QuAllTy" update from Bethesda. Unfortunately with the sim settlements 2 chapter 1 2 & 3 mods on, it makes it where no game I create can survive building up multiple settlements, or HQ at GNN.

I had to deactivate them yesterday, in order to continue playing. Your mods are my favorite, and I just wanted to make sure yall were aware.

System: Xbox Series X
Mods - Fully updated as of yesterday
 
I completed a (mostly) unmodded playthrough with the update (I did use the updated version of the Unofficial Patch), and it went pretty smoothly. I am guessing that kinggath and team are by now well aware of the locational issues that come up with the new free CC content, so I'll skip mentioning that unless someone has questions for me.

Having done that, I decided to try starting up a playthrough with mods that do not require F4SE so I could see what else might be at issue (of course including SS2 and prerequisites and add-ons). Having just started, the only issue I noticed immediately for SS2 related to the settlement population limit - when I went in to workshop mode in my newly claimed Sanctuary, it showed a population of 0/63 in the bottom left menu (I did not check the terminal at the City Manager's Desk yet to see what it said).

I have noticed this exact same thing, to the point I have practically hand built each settlement and restricted kept the populations of each settlement bellow 20.

I am playing on an Xbox Series X, all DLCs installed, creation club content and then mods I have installed (in load order) are:

I'm on my 6th fresh start since update think I was doing something wrong, up until chapter 2 I started to get crashes and infinite load, I even left it running for half an hour and watched TV and got nothing

I have also tried lowering the workshop frameworks thread count down to 10, populated settlements manually with the cheat terminal and assigned each to their homes and jobs.

The only way I can do anything is by standing on the roof of HQ because I can't go inside because there are more than 20 people working in there (including department heads 25).
The moment I attempt to enter the building via any entrance it just sits there in infinite load.
I have found that if a settlement is causing to the hard crash out of the game then if I use Workshop framework tools to reset it before traveling there, then I can travel but I then have to go around refreshing plots. I'm half tempted to to scale each settlement down to max 10 buildings and see how that goes.

I think youre already aware and working on it, but just to be sure i post this.

Dont know if this is about the update, but since i never had crashes before i think it is. Playing on Box, only with ss2 + requirements, cheat terminal and place anywhere and i realy have to save a lot.
Keep crashing every few minutes (even if i dont move) mostly in settlements and HQ, but anywhere else too.
I realy build up a bare minimum because this is my 4 atempt this year to finally get to chapter 3.
After ne next gen update i deleted everything, hole game, all mods, all saves....
I could cry not to get beyond "moving day", hope this can be fixed, i want to know the story so bad....

Does this mean that the script extender will fail again?
Per a pinned post on F4SE's Nexus page, they fully expect it to but hope to have an update more quickly this time.

2024-05-10: Bethesda has announced a hotfix patch that will be released on the 13th. This, as is normal, will break things, but nowhere near as badly as the 1.10.980 update. I'll have an update out as soon as possible to support the patch. Hopefully some of the vanilla crashes will be fixed.
 
I don't know if that's a normal behavior. I decided to try capturing the now empty Enclave camps as territories. I tested on the southern one. It worked, but for some reason the quest was to hold the territory, not to capture it.

Just a quick update that the Population Report also shows 0/63, with an 85% chance of recruitment, with zero beds in the settlement.
