Solved Enslaved assigments

Hello I'm having an issue Idk how to fix when I send enslaved to a settlement and try to assign them a message pops up saying "nonsettlement slaves cannot be assigned currently" and I'm wondering what this means and how to fix

Slaves only work in Outposts. Vassals are regular settlers, and operate like regular settlements, although in servitude to the Conqueror.
