Add a recruitment center plot to your outpost and turn on auto recruiting. That will get you new recruits daily in your outposts.

No there isn't. You have to hand-pick who will work for you at HQ using that clipboard.

Although there is another "update" coming to HQ eventually, who's to say what that will add.
