I've been having the urge recently to start up another playthrough of FO4 and as I was sorting out my modlist for the new playthrough I found SS2. I am a huge fan of SS + IR + RotC and am really looking forward to the new features that SS2 promises, but I'm running into a major stumbling block in that I almost don't want to play it at all without fully developed city plans for the RotC aspect of the mod. I did spend a lot of time in SS1 building settlements, but I heavily RP my playthroughs and needing to single-handedly design every settlement really wore heavily on my immersion, so when RotC came along, it was the perfect fit... I could play the hero / facilitator of the Commonwealth and the settlers could do their own thing. Fast forward to now and I'm looking forward to a similar experience, but I'm stuck knowing that the city plans won't really go anywhere and that has me wondering if I should just skip SS2 this time around in favor of SS1++, or if the added features of SS2 are strong enough to make up for the lack of city plan development. Anyway, I know this ultimately falls to personal preference, but some guidance by those who have experience with both would be appreciated.

EDIT: I know its generally bad form to ask about mod development progress, but with apologies in advance, I'm curious if there are any city plans that are close to done for the SS2 upgrade as that would change the decision making dynamic dramatically here.
