Do the new features in SS2 make up for the lack of city plans?

I've been having the urge recently to start up another playthrough of FO4 and as I was sorting out my modlist for the new playthrough I found SS2. I am a huge fan of SS + IR + RotC and am really looking forward to the new features that SS2 promises, but I'm running into a major stumbling block in that I almost don't want to play it at all without fully developed city plans for the RotC aspect of the mod. I did spend a lot of time in SS1 building settlements, but I heavily RP my playthroughs and needing to single-handedly design every settlement really wore heavily on my immersion, so when RotC came along, it was the perfect fit... I could play the hero / facilitator of the Commonwealth and the settlers could do their own thing. Fast forward to now and I'm looking forward to a similar experience, but I'm stuck knowing that the city plans won't really go anywhere and that has me wondering if I should just skip SS2 this time around in favor of SS1++, or if the added features of SS2 are strong enough to make up for the lack of city plan development. Anyway, I know this ultimately falls to personal preference, but some guidance by those who have experience with both would be appreciated.

EDIT: I know its generally bad form to ask about mod development progress, but with apologies in advance, I'm curious if there are any city plans that are close to done for the SS2 upgrade as that would change the decision making dynamic dramatically here.

ROTC features are still in SS2 (keep going in the questline!) Now, to be fair, there aren't a ton of city plans yet, but that is just going to require time and effort on the part of the userbase out there to either port their previous plans to SS2 or to make new ones! I'm sure we'll get city plan contests just like before.
 
There are a few people converting their city plans for use with ss2 already. Plus I love the basic no walls city plans included with ss2 some times the level 3 city plans from ss1 was to much plus I like the no walls look I doubt if settlers are to dumb to build something without an asam there’s no way they could build a crazy walled off city.

I do understand that RotC features are already in the mod, and that its likely only a matter of time before the old city plans are updated, the question is more whether or not the current features only offered in SS2 (quests etc) offer enough incentive to try SS2 now despite its limitations. I understand its a personal preference thing, but I'm wanting to see what others who've already got experience have to say.

PPS: I'm not actually playing FO4 yet... I run a HUGE modlist so it takes me a couple of weeks to get it sorted out an patched, so this is more of a "which one should I use" question at this point.

Eh, I don't know if I can agree with the "too dumb to build walls" thing... Settlers don't build without an ASAM because they're not programmed to, but looking at the world from a more realistic perspective, nearly every community that's more than just one family in the game has been walled in somehow. Expanding on that, as soon as you've brought more than a few people together they're going to become much more of a target and would logically want to find some way to put a physical barrier between themselves and the outside world, so it makes sense that essentially all of the city plans I've seen have a wall. On the other hand, where I could agree with you is the massive 3-5 story tall shanty towns seem more than a little out of place. Sure you could build them, but without proper construction techniques and materials, they're likely to blow over in the first major thunderstorm or collapse under their own weight.
