Tutorial Do I need a scrap profile (Context)

I'm trying to make a halo themed settlement for red rocket (and later all others), but am new to making settlements and plans. After creating 4 versions (L0 - L4) I went through one of first tutorials and am no slightly confused. It said to export original (except if using scrap everything); I don't use that mod, but I do enter console command "scrapall" because I prefer a clean slate, and making additional touches if they are warranted.

Since I don't use the scrap everything mod but use a console command to wipe the slate clean, do I need to select export original, and do I need a scrap plan under these circumstances (i am trying to make a leveled plan and a L3 standalone for the record)?
 
I also have another question now: after running the command, I immediately exported the settlement (thinking that logically the command ran a script or function important to the process) and after a successful export I closed the game without saving. Do I NEED to reload before exporting, because to me it seems the proper course could be either (reload then export) or (export then reload)?

In short I just did the latter and will now do the former to be safe. Some clarification would be appreciated.
 
Another small detail to note that I do not use any settlement border extensions, am using a bethesda made settlement (red rocket) and not using any scrap mods, so I shouldn't need a scrap baseline.

If I am wrong, plz correct me.

Using the scrapall cmd is bad practice. If you have anything in your loadorder that breaks precombines that cmd will cause havoc by scraping things like navmesh for example.
@Whisper has a great mod for clearing a settlement which is much safer than using that cmd. https://www.nexusmods.com/fallout4/mods/39948

No you don't need to reload that save. Immediately exporting is what you should do as that cmd prepares workshop markers that will not be picked up by TS otherwise.

No you only need a scrap profile.
 
Regarding scrap profiles, these are only needed if:

1/ you are creating a city plan that uses a scrapping mod, like Scrap Everything/Spring Cleaning/etc.

2/ you are creating a city plan for a custom (mod-added) settlement

3/ you are using Settlement-extending mods

The Sim Settlements team has already created profiles for the vanilla game locations. (These include if Place Everywhere is used in enhanced selection mode.)

So unless you have any of the three types of mods above: once you’ve scrapped the Settlement to the ground you do not need to export it. Make sure that you make a save though, in case you make some kind of bad mistake.

Regarding the “scrapall” command: it is widely not recommended to use this. It can do some very strange things to your game. You do have some options:

1/ use Raze My Settlement on a just-taken Settlement (see my signature for links)

2/ use the Sim Settlements “town gavel” on an already-built Settlement

Thanks, I used the raze mod, and it might solve an issue I was worried about at gray garden. If I might make a final question, mostly because I've made a habit of some bad practice:

If I run out of settlement budget, and don't wish to install a budget extension to settlements, can I just export my settlement in progress and import it from a 'clean' save earlier and continue building? Will that complicate or compromise the plan in any way?
 
I’m not sure how the export/import feature of Transfer Settlements works re the settlement build budget.

As @Phil_T_Casual says, Sim Settlements includes a holotape option. Each use of that gives a +25% to the build budget for the settlement.

Raze also includes an option to increase the build budget, though not as fine-grained. It can also reset back to 20% of existing.

For city plans you don’t want to go above 2x the build limit (the “light” ceiling for plans) and really don’t want to go above 3x the build limit (that’s around the tops for complex city plans). More than that - especially with Sim Settlements - and a lot of users PCs will start to chug from overload.
 
I found the setting, I made a plan, and tried a test and I'm noticing two issues. First is that not all the plots are generating (and the beds), but I suspect that as more settlers show up, all the plots will fill in over time, but what about unafilliated stations added by other mods, like salvage beacon stations, will they appear over time?

Second, my settlement, appeared but it didn't clear all the debris (immediately), such as trees standing through the floors, stations originally placed in the game not being moved to a more preffered location, or replaced in my case, and sort makes certain parts very cluttered.

Philip T Casual said I needed a scrap profile but no baseline, but Whisper said I needed neither. I tried the latter first, now I'll test Philip's suggestion and make a scrap profile.

Hopefully I'll have an update over the next few days, (work/ life).
 
Okay, it sounds like you do need a scrap profile. Strange, I was under the impression otherwise.
 
small update, I've made a settlement, couldn't keep it within the 200% margin, had to extend a total of 5 times and finished just at the cap of 225%. Though 25% out of the 225% might be just lights and conduits. I'm going to be busy tomorrow, but I'll probably have time to test this out sunday.

My only question at the moment is: Will breaking the soft cap be a big deal and I should toss another 5 hours of work, or can I let it slide?
 
bout to test settlement plan to see if it works, but another question I have is that every time I start the process i am prompted with "This settlement has incomplete questline". What quests are there to do at Red Rocket that I might have missed?

For reference I've done concord and acquired the city tape in the intended way, fought the death claw, and done the miscelanious quest "Sanctuary". I've also unlocked Codsworth as a leader for the settlement. Should I just disregard theses prompts?
 
There's no quest for red rocket other than Conqueror stuff. The sanctuary is one is build stuff for sturges but that still works fine even with a city plan built.
So disregard.
 
Ok. So I'm starting to get mad. I ran the plan, and it STILL won't work. Specifically the settlement appears incomplete (entire sections are missing), foundations for platforms, wires and connections, powered objects not working such as a few doors that won't react, and certain loose scrap removed with raze settlements remaining (though some trees are gone so I could say its at least acceptable).

Is there perhaps a step I am missing. I specifically run the plan, wnadered off to tenpines, did a small quest on the way, and fast traveled back, it was nightime and the settlement was still acting up.

Does it take time for the settlement to remove the different bits of scrap? Does it take ingame time to build the actual plan, maybe limited by available scrap?
