Crashing and Stuck on How To HQ

I keep running into a bug that causes the game to crash when doing simple things like pulling out a weapon or sitting. It all started after I started How To HQ. It occurs anywhere on the map. I can't complete How To HQ because I keep running out of space for settlers. I know that getting better settlers would help, but the crashing but keeps happening and I would have to revert some progress to get back to a point where the crashing stops. I was also wondering how to get more higher stat settlers and would having more settlements work. Load order below if needed.

In terms of getting better people for HQ, don't forget that the ss2 "unique settlers" count - those tend to have higher stats than a generic dude. There's also the "Training" subcategory of Recreational Plots that will gradually increase those stats. It's possible to set up a "training yard" settlement that has all those in it and just leave people there for a while - note that it takes ingame months for people to hit 10 in everything.

that's all the information i needed. if this was related you'd be seeing a warning about suspended stacks and frames. thanks for ruling that out.

After updating with 2.2.4x and the hotfix I crash getting near Abernathy, I crash getting near Concord- though Sanctuary and Red Rocket seems to be ok. But... at least the spotlight in Red Rocket was moving now! where before it was just stationary.
