Constructing rooms in HQ

Is there a reason why we can’t construct rooms using scrap that’s in our player inventory at HQ?

I have enough scrap to build a laundry room in one of the bathrooms that was just cleaned by the staff but when calculating construction costs it still says that I need hundreds of materials that I already have in my inventory.

Is there a container or place where I’m supposed to deposit the scrap I collect for HQ to construct stuff?

HQ uses virtual resources (scrap) from the settlements, which is different than the physical scrap you collect. If you want to use physical scrap, I think you could, but you would have to go to a settlement that has a supply agreement with HQ and donate your scrap to that settlement via the City Planner’s Desk. Make sure your settlement has enough storage to hold your scrap donation before you donate, or the settlers will return your donation to you!
