Question Civilians die in vassal raids

Whenever I do a vassal raid (as MilMin liberators in this particular playthrough), civilians and settlers are always hostile and are immediately killed rather than downed, and leaves the assault unfinished- which I have seen mentioned as an issue but I've been unable to find threads centered around this problem. The first time this happened at Tenpines was the only instance of it finishing even after having had killed all the settlers. So far the only way to actually take vassals is to wait for the initial one to be abandoned and then take it from raiders.
