So the problem is still there even with cinematic mode off, when I run the city plans it does the tear down everything, but nothing is built, also the desk still gets removed as well.Try turning off cinematic mode and see if that gets you a different result.

I got a basic plan on Starlight that I applied after I cleared the area, as requested by Preston, everything works well without a leader assigned.

Alright turns out the culprit was the unofficial fallout 4 patch, when thats off everything works, when on city plans are broken, at least for me.Keep us updated. The devs use this info.
