City Plans not working

I know I've seen this posted before, but I cannot figure out why the city plans won't work, it begins the cinematic aerial view, but immeadietly stops because the scrap everything function, scraps the city manager table.

For me the cinematic mode never started working correctly, I had to exit it then get tossed into it again for it start working, I simply disabled the cinematic mode all the time and everything works fine.
 
So the problem is still there even with cinematic mode off, when I run the city plans it does the tear down everything, but nothing is built, also the desk still gets removed as well.
 
Try turning off cinematic mode and see if that gets you a different result.

If it doesn't bother you, turn off the leader requirement in City Manager Holotape.

Edit. Of course remove the current city leader before you do that, just in case...Building may not progress since it's the leader who does not have an access to City Planner's Desk, that's how I see it.
 
I believe I already did, but it’s at the settlement that had stodge as the assigned leader, from the quest that he was related to
You sure? Try looking for the option, I was also struggling with City Planner's Desk being removed problem and turning off the leader's requirement for the settlement helped me out...And stodge = Sturges I believe? :P AFAIK there was no quest in SS2 that forced you to assign anyone as the leader, but I may be wrong.

Stodge was the old ghoul gunner npc from The Who can Asam quest, but I did turn off the leader requirement, though nothing happens still, the game removes everything in the area if I choose the rotc plan for starlight drive in, including the city managers desk, but don’t build anything after, same issue occurs with the starlight basic plans

Yea I'm sorry, I just reminded myself of him but in my case, I moved the whole party to the already built Red Rocket RotC settlement, that's why I did not encounter anything wrong in longer run I believe.
I got a basic plan on Starlight that I applied after I cleared the area, as requested by Preston, everything works well without a leader assigned.

Well the thing is the city plans don’t work anywhere, just tried it at sanctuary, and the plan not only destroyed all of the plots I had there, but also re generated the destroyed houses I had removed, really weird

So I basically disabled every mod I had aside from sim settlements 2 workshop framework and hud framework, and the plans work now, guess I’m gonna have to do the old enable every mod until it breaks strategy
 
Alright turns out the culprit was the unofficial fallout 4 patch, when thats off everything works, when on city plans are broken, at least for me.
Whoa. That's considered a key part of the system. Might want to share your load order.

Going from the Wiki, start off with (If you can)
  1. Game
  2. Unoffical Patch
  3. Hud Framework
  4. Workshop Framework
  5. Sim Settlements 2
Don't do any other mods or addons. Does City Plans work?

Just tried that load order, city plans didn’t work, unofficial patch is what breaks it
 
To be clear, you are starting entirely new games when you test with UF4P and without it? And you are setting the option to allow multi leveled city plans?
When you use the "Tear it all down" thing when building the city plan, it's supposed to scrap everything you've built, and regenerate some of the buildings. That is intended. When you say nothing gets built, you mean nothing else at all? Like no plots, no other objects? Or are plots placed and then not really built upon?

SS2 including ROTC is developed and tested with the UF4P extensively. Honestly my guess is that there is some sort issue with either your fallout 4 files, or there is leftover stuff in your Fallout 4 folder.

I'm assuming you've tried waiting 10-15 minutes while the city plan is supposed to be building in non-cinematic mode?
