City Plan Building Interrupted

ISSUE
I have a strange issue with my game currently. When I use the city plan feature on the table, I enter cinematic mode and begin watching the area become scrapped and then the building begins like it normally should. However, maybe 30 to 60 seconds in, the cinematic mode is stopped by a quick load screen and I am booted back to my characters POV. This is a problem since the city plan was unable to finish the build layout and I am left with a half built city. Also it should be noted that different settlements and different plans have varying degrees of success, yet no single layout has completely succeeded so far.

Context
I have a heavily modded version but so far I have encountered very few issues thanks to compatibility patches. I have attempted to find similar threads and while the threads do exist, I have yet to find a solution provided so far. One likely problem is load order issue considering that I am not the best judge of load orders, I am sure I have failed to correctly order them. I have uploaded my load order as a CSV if you are curious. I know my ordering of mods is atrocious so any suggestions would be appreciated.

Attempted Fixes
I have tried
  • changing settlements
  • changing plans
  • trying a new save
  • changing leaders
  • expanding build limit to 600%
  • changing the load order of the relevant mods
None have worked so far

Any advice on how to overcome this annoying bug?

Sounds to me like a mod conflict.

Looking at your load order I see that you have Scrap Everything, which is not recommended for various reasons. https://wiki.simsettlements2.com/en/getting-started/known-issues

I don't know much about both WARS and PEACE except for that they make huge changes to the game and its many systems. If they make changes to workshop scripts, that would conflict with workshop framework and prevent city plans from being built properly.
