Not really a bug, but perhaps an unintended consequence:
I have to say that cinematic mode during the initial build and update phases of a city plan are one of my favorite things. In my recent installation, I added All Settlements Extended. The center of rotation for the Cinematic Mode seems to be the center of the new total available build area, not the center of the actual settlement. So, it's very possible you only get to see your new settlement build from afar. This is most obvious in Oberland Station where the settlement was greatly extended all the way down to the water. The center of view is now in a large swath of greenery and the settlement is at one edge of the now giant plot.
While I'm at it, sometimes the camera swings really far out and my buildings clip out; not that big a deal, but maybe a setting could be added to decrease the maximum camera distance?
