[Chapter 2] Can't ask Railroad for help during War is Good for Business

As the title says. I have the option to, says I can do it on the quest log, but whenever I talk to Desdemona she just says something irrelevant. How do I fix this? Is there a console command that might help?

Sorry for mild necroposting. Literally made an account to reply to this thread. Perhaps someone some day will google this like I did.
Had the same issue. Spent a while trying to fix it via console. I think I found a way. Quest id is SS2C2_Dialogue_Desdemona. So setstage SS2C2_Dialogue_Desdemona 20 helped me. Either way, you're not missing out on much. It's just some additional NPCs to fight for you and a silent dialogue during planning stage.
Also, something curious that I found. There are 4 of these "quests" that control whether you get help or not. SS2C2_Dialogue_Desdemona/Maxson/Shaun/Preston.
For some reason Railroad's is the only one that got 30 possible stages. All others only got 20. I have no idea whether this is related to a bug we've experienced or what happens if you set it to 30.
Personally I set it to 20 and everything worked flawlessly for me.

This is possibly because the Desdemona route requires a speech check.
