I used to be able to get the recruitment dialog as normal, but since the new update i only get the vanilla trade menu.

There is a new "utility" weapon, called the Recruitment Clipboard. You need to have it equipped as your 'weapon' to get the "Want to work for me?" dialog to come up - this was the solution to stop that dialog always coming up once you have HQ unlocked, now you can choose when your guy asks that.
It's in the 'meeting room' upstairs on the main level - this video shows where it is:

It does give a quest marker for it at the point in the questline where you'd first unlock the ability to recruit people to HQ, but anyone past that point will need to go grab it manually.

and before you ask, no you can't hit people with it, although doing a 'weapon bash' with it equipped lets you stab people with the pencil

Thanks I found it and recruited 2 settlers.

Is there an item code for this clipboard? I just recently got up to this point in my game but it's not showing up on top of the terminal. Figured I'd just spawn it in but when I try to search for it through the console, the only code I'm getting for it is the keyword, not the item itself.

[ EDIT ] - I'm a dope. I updated the main SS2 but not Chapter 2

I have the clipboard, equipped and when I go to talk to a settler I get the full dialogue, I click through to send them to GNN they say sure, and then just nothing happens. Any ideas?

@kcolloran,
If you travel to HQ, you are finding that the settlers you recruited didn't go there?

Can you post your plugins load order?

It can take a moment for their 'reassignment' to function. I find that its possible to watch it by going into Workshop Mode and watching the Population count on the HUD.

I find that if I hang about after recruiting them, I see them change into HQ Facilities outfits and wander off down the road.

Yes, I have traveled back to HQ, no one's there, the count doesn't go up for the quest. They're not changing outfits or anything. One of them said sure and then just went back to sleep.

And Ive attached my load order.

As a follow up to this should GNN or HQ show up in my workshop/settlement list. It isn't if it's supposed to be.
GNN does not show up in my workshop/settlement list. I had a look through your load order, and unfortunately, I don't recognize many of them.
Someone more knowledgeable than I will need to review and offer advice.

Well Scrap Everything is usually a no go and a very hated mod here but that shouldn't be the source of this... If I were to take a wild guess I'd say script lag or auto-assignment trying to immediately assign them back. But not sure. Usually vit-o-matic tells you their new location as GNN, right?
(also I'd make sure there's enough living quarters in GNN but I think it wouldn't let you recruit them if that was the case)

I checked with vit-o-matic scans and it isn't displaying their location as GNN, but rather whatever settlement they're already at. Once the dialogue has finished playing out it's like it never happened.

Also have the problem with recruitment since the update.
It works at first, after I get the clipboard and go to a random settlement and try to recruit, but after I travel to another settlement it just stops working. Settler count doesn't change and they still have their current settlement assigned to them in Vit-o-matic. I tried waiting for several days, but it still remains the same.

Im laughing so hard right now... imagine using the clipboard running at a raider. YOUR'R CARS EXTENDED WARRANTY HAS EXPIRED!!..poor sod would be so confused. all in all it..i felt really dumb That i didnt pick that clipboard up its a great immersive weapon..? tool?? i like it!

You can't equip it at all? I've never seen that one before.
Could you try dropping it out of your inventory (put it in a box or something maybe) then picking it back up and see if it works then?
