Can't change default loadout, can't assign medics despite meeting all of the requirements.

I can't change the default loadout at the war planners desk, it defaults to "scrappy armor"(my outpost has a tier 3 armory and tier 3 training fields), i also cant assign medics despite having researched it at HQ and having selected it in the war planners desk, out of desperation I loaded a save from 1 hour before I researched medics but it didn't change anything.

Please help
 
Have you Used Manage, Armory Options on a Soldier to Change their Loadout?
If you've researched the loadout, and have an Armory, you should be able to change the Soldier's Loadout to Medic
 
I tried assigning the Medic loadout in the quartermaster menu at the desk to both tier 1 and 2 of troops and some of them turned into medics, so I guess it worked? As of manually equipping, the option seems to appear only occasionally and I'm not sure why, like I have to keep clicking "next" on repeat

Well, if the quest updated then good.
The easier way to do it would have been to approach a Soldier and use Manage.

I'm having a similar issue with Hostile Waters. I have to change a loadout to Medic to get the quest to progress and had all of the requirements in place except for an armory. I freaking hate the armory since it wrecks all of my soldiers' equipment.

I figure I'll build one, change a soldier's loadout to Medic, then immediately convert it to something useful.

As soon as the armory is complete, every single soldier in the Outposts takes off the armor and uniform (Minuteman) I painstakingly gave them, and stopped using the high quality weapons I'd taken from the Gunners. Voila! They're all equipped with leather coats and pipe weapons.

On top of that, the Medic loadout isn't an option.

Sometimes I hate this mod. It's a love/hate thing since the story is awesome, but the mechanics are badly flawed.
 
Having backed to a pre-armory save and force completed the quest, the mechanic of skipping some of the fiddly BS via holotape is a good mechanic :clap

I'll never build an armory again.

I have a rank 3 soldier assigned to HQ, I've researched the medic loadout, I have an armory in every outpost, but the only loadout options are conscripts and wasteland assault types. I'm at a loss for what to do as Hostile Waters won't progress without this step.

I also can no longer find any of my higher ranked soldiers, and only one soldier appears to fight with me at assaults, despite having several available.

Edit: I ended up using the town gavel to gather all my settlers, and in one outpost I had a single level 3 soldier who I was able to use the medic loadout on. I still have no idea where all my other level 3-5 soldiers have gone, they seem to have vanished.

im having the same problem myself cant find anyone that isnt surport
 
I've found that the "Freedom Fighters" you get given once you do Salvador's tutorial battle all seem to always go back to their little camp there just next to Egret Tours Marina, regardless of their assignments or if you move them to other outposts, might be worth ducking down there to check - you can probably "Manage Soldier" on them even from there, I could at least.

I can manage soldier on all my soldiers but do not show a change loadout selection. When I try to equip them, I can not find the Medic Loadout.

I will check for the freedom fighters..
 
No matter what soldier I manage, it being a level 3 or a level five, I do not get the Wasteland Medic Loadout option. Help please.

I checked on the Freedom Fighters and the base was empty. No one was there.

I went thru my Outposts and verified I had all the required buildings. I have checked several of my soldiers but none give me the selection to change the loadout. I have checked soldiers levels 1 through 5. I have completed all the required steps at the GNN HQ. I have my settlements back under my control and 4 of them are Outposts. I have take multiple territories.

Can someone help me please.
 
After getting advice from a different site I came to the conclusion:

I believe it was a load order. After reading this post I went through my load order, looking at each mod, but with my inexperience with it I saw nothing wrong but then I noticed an (possible) operator error. I had the Auto sort disabled. When I enable it, several of my mods moved around. I was then able to finish the Medic Load out. So another load order error.
