Can’t assign more than one people to departments

So I’m currently having this problem when I’m assigning people department and I remember in previous play throughs that I was able to do multiple at a time but right now I can only do one at a time and every time I do a text comes up saying that the settler is now the head of that department what’s going on and how do I fix this?

My first thought is that there aren't available job positions in those departments. Have you started building rooms for those departments?
