Can’t access workshop mode

I’m trying to assign some people into some department rolls, but it won’t allow me it just exit me in and out of first person and third person. How do I fix this?

I'm assuming you're trying by holding the workshop button down. Does this also happen when you approach the workbench itself and Activate it?
