全てのResidential Plotsを解体してみましたが問題は解決しませんでした。

素人の考えです。Residential Plots等に付属するanimationが店のそれより優先されているのかもしれません。

Do you maybe have a scrap mod (that lets you scrap more than the regular game)?
If yes, scrapping things such as Sanctuary houses can disturb the navmesh and cause the settlers to be confused, and not go to their shops.

There should be the shop where a problem is taking place under navmesh.
 
Hi Kintaro! If I understand you, you mean that the navmesh is ok under the shops? Even so, settlers can get stuck on the way to the shop, if you have scrapped more than the game intended.

Settlers may go on foot to a shop. So I think that the problem of navmesh is not taking place.

Is the problem limited to any particular shop model or do all seem to have the problem?
 
I just now realized that I misunderstood Kintaro-san. What he was saying is that he was using vanilla shops from the vanilla Fallout build menu (Not Sim Settlements or any add ons) and the workers weren't going to THOSE jobs. When he disabled SS and all the add ons, the shop workers manned their shops. That's what his problem is. He is saying that they vendors aren't manning the vanilla shops, but they still work as vendors (in that he can buy from them).

Ahhh okay. I think that's a known issue with SS which KingGath has tried to fix several times. I think the most recent patches which make all work count as jobs by default will try to fix this, but I do know another thing he always wanted was for the NPCs to interact with their houses and other settlement objects created by SS and any add ons. So I don't know if there is a "fix" to this, per se.
 
Ah, perhaps the current value of auto assign away from vanilla objects may be relevant in this case.

I try that I turn off auto assign.
However, it takes time because I exclude SS and played.

I turned off auto assign by past save data.
However, the problem was not settled.
 
There's a few flavors of auto assign, the three we're interested in are:

Auto Assign -> ON
Auto Assign away from Vanilla objects -> OFF
All Work Counts as Jobs -> ON
 
When you turned auto assign off, did you reassign the settler to the object? It may be stuck in some indeterminate state still until you force reassign it.
