There is not the settler whom I posted in Commercial Plots in the place.
Mostly they in they's Residential Plots.
I am a Japanese.
I'm sorry for my poor English.

おれは日本語を上手じゃありませんが、手伝ってあげて頑張ります。
店員のSettler-たちは午前六時から午後六時まで店で働きます。(バーテンだは夜中まで働きます)その後でsettlementの中にあちこち歩きます。夜中時全部家に帰ると寝ます。それはふつうな日です。

あなたのsettlerたちは同じパターンをたいていしますか?

(I hope I said that correctly. I only have a couple of years worth of Japanese language education. まだまだ勉強します)

In English:

I am not very good at Japanese, but I will do my best to help you.
Shop worker settlers work from 6 am to 6 pm. (Bartenders work until midnight) After that, they walk here and there around the settlement. At midnight, they all go home and go to bed. That is a normal day (for them).

Are your settlers usually following the same pattern?

(We can use English instead if you prefer, Kintaro-san)

They are in the place except the shop during the business hours.
Patterns except it are the almost same.
Thank you for putting it together in Japanese.

彼らは営業時間内でも店以外の場所にいます。
それ以外のパターンは大体同じです。
日本語で合わせてくれてありがとうございます。

-Commercial settlers are not manning their shops.
-But they can still be interacted with to buy from.
-They still move around as normal, so they're not frozen in place like some script lag issues.
-They just like to stay home or be anywhere else but their shops.

Right now, do you have other mods installed?

(I had to look up what 'install' was and got "インスコ”, which might be wrong. I also hope this situation called for a ている form, because I am not sure how to refer to computer state's of being.)

ここAwarenessのこと”Settler Sandbox Expansion”が同じようです。
(The "Awareness" part is similar to "Settler Sandbox Expansion".)

そうして、同じよう変な問題があります。でも、その変な問題は新しいPlaythroughが出ません。
(Which means, they might have similar weird problems. But those problems don't come out in a new game play-through.)

I personally have found and others have reported that when this mod is introduced into an existing game save, with existing settlements, with existing settlers, they may not use their beds immediately. I looked into the Creation Kit and found no reason why this may be happening, and I have done a lot of research on what I could find with the resources and information that is available on the internet. I found a very small thread on the fact that if a mod may be introduced that affects settlements and their settlers you will have to let the Settlement Cycle to the next settlement reset. This meaning where all the dead bodies de-spawn and everything that normally, in game, does what it does normally.

Settlementの中に15-20分ぐらいを待ってから、別の場所を”Fast Travel"します。そのあとで、settlementにかえります。なおすかもしれません。

実行してみましたが問題は解決しませんでした。
そのMODを外してもみましたが同様です。
I carried it out, but the problem was not settled.
I exclude MOD and rubbed it, but am similar.
 
試しにバニラの店を設置してみたのですが同じ問題が発生していました。
I installed a shop of the vanilla for trial, but the same problem occurred.
 
Wasteland VenturersをMODから外してみると対応したPlotの入植者が正常に働くようになりました。
Sim SettlementsをMODから外してみると残りの入植者も働くようになりました。
やはりSim Settlementsが問題の原因になっているようです。

A settler of Plot which supported when I excluded Wasteland Venturers from MOD came to work normally.
The remaining settler came to work when I excluded Sim Settlements from MOD.
After all Sim Settlements seems to cause the problem.
 
I see this a lot (settlers not at their jobs). My guess is that it's a script lag/path problem. Without doing any type of actual fact recording, it feels like it's the shop keepers that are missing more (probably biased due to there's a greater need to interact with the shop keepers than any other profession, thus I don't notice it as much when, say, a farmer is missing).

I posted this suggestion to solve this problem (which has been met with very litle response though... :) )

全てのResidential Plotsを解体してみましたが問題は解決しませんでした。
I dismantled all Residential Plots, but the problem was not settled.
