Alright, so I do have a lower end system (laptop) and so far I'm into my playthrough with eleven settlements currently. Some of these have already hit Level 3.

Now, I'll prefer to turn the "Respect Limits" option on and after that I'll have to do the steps for "Restore Max" and "Recalculate Use". I noticed it said that I had to be near my settlement to do this.

1. Will I have to go to each settlement and use the Restore Max/Recalculate Use tools?

2. Are there any further steps that I will need to take in order for the settlements to automatically reduce what has been built already?
 
1. Yes - need to run it in each settlement.

2. The settlements will not auto reduce what has been built. You can disable most of the performance options (aside from Respect Build Limit), and refresh the cities at your desk to have them create less stuff, this should reduce the load by quite a bit. Generally these new features will be most useful for new play-throughs as they will prevent too much building.

All of our designs go well over the build limit, and even the optimized versions we're working on will go over them by probably 100% as the default limits are abysmally low. For example, you can max out Jamaica Plain with 4 or 5 plots.

If you want to gain some build limit back after doing all of the steps, run the Build Limit - Increase Max. This will set your max to just over what you are currently using so you have some room to grow.

Alright, going from there as far as "Refreshing the Cities" do you mean the "Refresh Local Plots" option in Tools or the "Rebuild Local Data" option in Tools>Configuration Tools?

I ask since I haven't really refreshed or rebuilt a settlement with this mod before and just want to make sure I take the proper steps. If this is covered in one of your tutorial videos on Youtube then I'll gladly follow the one that discusses it.

One more thing, Thank you to you and everyone on the team for working so hard on these mods. They really turned my modded FO4 playthroughs around, especially Salvage Beacons and RotC.
 
Refresh City can be done from the City Plan menu on the desk.
