0% food and 0% water

For whatever reason, whenever I go to check my report, the water and food is at 0%. I have enough food for everyone, and I've even hacked in the 40 water producing machine and water stays at 0%. Everything else is fine. Beds, Electricity, Defence. That all gets updated, but not food or water. This bug takes place in sanctuary and if anyone knows of mods that cause this problem please tell me! I need help.

Update: Normal food, so not the plots, the planted vegetables, work just fine to bring up the bar. Nothing brings up the water.

Update: I went to a different settlement and tried things out. The food and water works fine everywhere else. It's only Sanctuary

Update: Have tried to use the helper mod and used the array thing. Didn't work.

Can you take a screenie of your workshop mode menu?
Sorry, but have to do a few dummie questions, just to make sure:
Other settlements works fine?
What kind of water and food supplies do you have, purely plots, or the default ingame water pumps and plants, a mixture?
Everything is powered and assigned?
Has it ever worked for you in Sanctuary? If it has, can you find a save that has a working Sanctuary, and then the closest save where it doesn't work. Then cross reference the date on those saves with the install dates on you mods. Which mods has been installed afterwards?

I would love to take a screenie but it says the file size is too big
Other settlements work fine
Everything is powered and assigned
The water and food worked until I started using sim settlement buildings in sanctuary
No mods were installed after
 
Have you built Sim Settlements plots in an other settlement, and got it working?
which version of Sim Settlements are you using?
Please try a manual install of Sim Settlements, instructions here if you need 'em.

I built sim settlements plots in other settlements and got them working.
I'm using the most recent version
I tried the manual install and it didn't fix the bug.
 
Ok. Here is, if Sim Settlements works fine in other settlements - it's probably not the Sim Settlements code or installation at fault here.

The question then becomes; what sets your Sanctuary apart from your other settlements?
Only you can answer. Here some ideas to look. some Sanctuary mods? Did you build/alter stuff before installing Sim Settlements (installing Sim Settlements mid game does normally work just fine, but who knows)? Have you tried scrapping all the plants, water supply, etc and then rebuilt them? Tried building a industry plot that produces water? Farm plots?
 
You'll need to share your screenshots folder for others to see it. While logged into Dropbox make sure you are on the 'File's page, which will show all of your folders. Go into the 'ScreenShots' folder and I'm betting in the 'Members' column for the screenshots you're trying to share it states 'Only You'. If so, just hover over the line containing the file you want to share and then click on the 'Share' button that appears. Go through the process of creating a link and sharing that link and then paste that shared link in a post here.

Re sharing. If you don't have it already, it can be wise to create a "Public" folder where you put the stuff you want to share in. That way you'll have easy control on what's being shared and what's not. When you have hundreds of files you kinda lose track of them otherwise.

Cloud storages like Dropbox is also good for saving important files (i.e. backups).

Sim Settlements
The screenies indicates that you have some concrete water pumps up and running. What happens if you remove (scrap or store in the workshop) one of them? Does the water go down?

Yes, if I scrap them the water number goes down. The bar doesn't change though.
 
Well, the bar is a % of how well you match you needs. Have you taken out a happiness report from within the Sim Settlement holotape?
