It looks like you are on pc.
Make sure you are using the 3-in-1.
There have been several reports like this and they were missing Industrial Revolution.
Vortex
I recommend all of Gopher’s videos.
There are 6 of them. The intro below and 1 through 5.
I am an advocate of a real mod manager if on pc over Beth.net
That said, Vortex is new and different and even a little confusing if someone is used to older mod managers.
It is true that Vortex uses loot. It is not true that you cannot manually sort. It is just different. Loot did this also through the use of metadata configuration. Vortex expands on this through rules and groups. There is also a more advanced option I will leave out.
Vortex shines in its “mod tab” interface with how it presents overwrites to the user. This is really important in how mods work in games like FO4.
All in all, if someone has a day or two of patience I recommend hitting the gopher videos and encourage set-up procedures as in:

Your game will thank you for it a month from now.
Lastly, as a general framework:
This may also help, particularly later or if you plan on running more mods or complex games:

My goal is you have a good experience. Regardless of the mods or mod organizer you use.
In the tools above you have the groundwork of a community of contributors to help you.
